Manager, Program Management/Program Operations Bureau Chief will:
Provide strategic leadership to ensure the timely and compliant execution of health facility surveys, licensing functions, and complaint investigations;
Ensure that THE Program Operations Bureau (POB) operations meet CMS and state regulatory requirements, align with leadership goals, and serve the public interest;
Act as a liaison to the Centers for Medicare and Medicaid Services (CMS), healthcare provider associations, and other stakeholders.
How does it get done?
Manager, Program Management/Program Operations Bureau Chief is responsible for providing effective leadership, direction and oversight through the supervision of the following:
Acute and Continuing Care Manager, ensuring surveys are scheduled and conducted on time, within budget, and in compliance with CMS and state mandates;
Health Services Manager, Overseeing customer service, licensing application processing, renewals, and timely submission of federal and state reports;
Complaint Manager, ensuring complaints are triaged, investigated, and closed per applicable laws and deadlines;
Ensuring quality, consistency, and timeliness in all survey and licensing activities;
Analyzing program data to assess performance and inform bureau decision-making;
Coordinating with internal leadership, external partners, and federal agencies;
Representing the bureau in policy discussions and inter-agency initiatives.
Who are the customers?
Consumers include:
Division Director and Deputy Directors;
Bureau staff, managers, and healthcare surveyors;
New Mexico healthcare facilities and providers;
New Mexico residents receiving healthcare services;
Centers for Medicare and Medicaid Services (CMS).
Ideal Candidate
Consumers include:
Division Director and Deputy Directors;
Bureau staff, managers, and healthcare surveyors;
New Mexico healthcare facilities and providers;
New Mexico residents receiving healthcare services;
Centers for Medicare and Medicaid Services (CMS).
Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must Possess and maintain a current Defensive driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with occasional on site visits in long term care healthcare facilities, with phone and extensive computer usage. Some in-state and out-of -state travel with occasional overnight stays, is required.
