The Bureau of Health Emergency Management will ensure, through coordination with hospital, County and Local Stakeholders that the State is prepared to respond to, and recover from, all natural and man-made emergencies. This bureau will provide the leadership and support to reduce the loss of life and property through an all-hazards emergency management program of mitigation, preparedness, response and recovery throughout the state of New Mexico.

How does it get done?
This position supports the Bureau of Health Emergency Management¿s (BHEM) mission to ensure health equity; we work with our partners to promote health and well-being and improve health outcomes for all people in New Mexico. Incumbent will be responsible for the oversight and management of the Public Health Emergency Preparedness (PHEP) grant as well as the Administration for Strategic Preparedness and Response (ASPR) grant. The operational aspect of this position will be to: Track grant applications, coordinate with financial manager for creation of budgets, ¿ Managing and supporting the grants requirement and implementation for the organization, and keep the relevant staff informed about upcoming deadlines and deliverables, to ensure the smooth completion of work responsibilities for internal staff and partner agencies. This manager will also provide oversight to sub-recipient grant awardees. This position is also expected to be a participating member of the New Mexico Department of Health¿s Department Operations Center. Programs that will be utilized: CDC Performs (Secure Access Management System (SAMS), Grants.Gov, and Grant Solutions.

Ideal Candidate

Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, stooping, bending, reaching and lifting up to twenty-five (25) pounds may be required. Some travel with the occasional overnight stay may be required. This position also may require periodic after-hours work, statewide and out of state travel, staffing the Department Operations Center during emergencies with long hours, exercises and possible emergency deployment.
