Why does the job exist?
The Fraud Capture (FC) IT Product Owner provides technical expertise and leadership for the Fraud Capture solution supporting the HCA Office of Inspector General (OIG). This role aligns business needs with technical delivery, ensuring features meet user expectations. Acting as the primary liaison between stakeholders and development teams, the Product Owner drives clarity, prioritization, and continuous improvement while collaborating closely with other product owners across the HCA enterprise.
The Application Developer / Fraud Capture Product Owner will:
Provide technical expertise and guidance to internal and external stakeholders to support application business needs;
Collaborate with internal and external teams in IT to resolve issues and plan application enhancements;
Partner with business stakeholders to maintain system integrity and ensure compliance with established procedures;
Engage proactively with vendors, contractors, and state and federal agencies to manage system operations and maintenance;
Share knowledge and best practices across the organization as needed.
How does it get done?
The Application Developer / Fraud Capture Product Owner is responsible for:
Enhancement Design and Planning: Participate in design discussions with stakeholders; define requirements, perform analysis, and assist in creating business cases for system improvements or redesign. Support release planning, functional research, and testing. Develop subject matter expertise and maintain a strong understanding of the user base to guide product decisions;
Stakeholder Communication: Collaborate with business stakeholders to communicate needs, refine requirements based on technical feedback, and support backlog management. Provide clear, timely updates and manage expectations across all levels;
Transformation Execution: Partner with business, technology teams, and external partners to ensure seamless integration of system functions and effective vendor management;
Customer Support: Proactively assist other Product Owners, business units, and external partners with incident management and escalations. Communicate promptly with stakeholders and coordinate dependency prioritization across teams;
Performance and Delivery: Monitor KPIs and contractual requirements for compliance. Collect post-release feedback to inform future enhancements;
Other Duties: Perform additional responsibilities as assigned;

Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess or obtain Defensive Driving Certificate.
Employment is subject to a pre-employment criminal background investigation and is conditional pending results.
Working Conditions
Office setting. Long periods of sitting and continuous use of monitor and keyboard. Stress due to deadlines and workload. Occasional overnight travel, work after hours, weekends and/or holidays may be required; Occasionally variable work schedule.
