Why does the job exist?
The purpose of this position is to manage and support accounting obligations, including accounts receivable and payment functions, to ensure compliance with applicable laws, regulations, policies, and procedures, as well as the adequacy of internal controls. The position also assists management with internal checks and balances for utilities, solid waste, recycling, service contracts, and travel documentation. Additionally, the analyst conducts audits of expenditures and provide financial updates.
How does it get done?
The key responsibilities of this position include daily recording, tracking, auditing, record keeping, and reconciliation of work orders, purchase orders, vouchers, and invoices. The role also involves auditing and preparing essential supporting documents for federal reimbursement packets. Additionally, the position assists in the development, preparation, execution, and closeout of budget projections. The incumbent will research, analyze, and interpret state and federal expenditures using the SHARE Financial System, General Fund Enterprise Business System (GFEBS), and internal manual ledgers. Providing customer service to department staff and stakeholders is also a core responsibility. This position requires strong analytical skills, attention to detail, and the ability to work collaboratively with internal and external stakeholders. Other duties may be assigned as needed. Training and occasional travel are required.

Minimum Qualification
Associate degree in accounting, economics, finance, business administration, or related field and two (2) years of directly related experience in budgeting, accounting, auditing, statistical analysis or similar experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminals and extensive computer and telephone usage, with extensive periods of sitting and must be able to lift 25 lbs. or more. Extensive Walking. Must be able to utilize and operate a copy machine, computer, and scanner.
