The mission of the New Mexico Department of Transportation (NMDOT) is to provide a safe and efficient transportation system for the traveling public, while promoting economic development and preserving the environment of New Mexico. The Environmental Bureau works with many regulatory agencies and the public to ensure that state highway and transportation projects protect and enhance the environment and preserve cultural and community resources while meeting the mission of the Department. The Environmental Bureau is composed of three Sections: Natural Resources/National Environmental Policy Act (NEPA), Cultural Resources, and Roadside and Community Design.

Why does the job exist?

This position supports the NMDOT in achieving its agency mission and meeting project development and construction schedules, while ensuring state and federal environmental requirements are met.
How does it get done?

The Cultural Resources Section Manager works directly with two (2) supervisors and five to six (5-6) highly technical professional staff to analyze and provide guidance on cultural resource issues for all NMDOT federal and state funded projects, as well as Tribal/Local Public Agency (T/LPA), utility, and contractor located activity projects. This position's responsibilities require extensive project tracking to meet design project deadlines, maintenance needs, and consultant management. The Cultural Resources Manager manages multiple on-call consultant contracts, including Requests for Proposals (RFPs), proposal assessment and contract disbursements, direct contract and invoice management, and deliverable review and assessment. Additionally, this position also oversees National Historic Preservation Act (NHPA) Section 106 tribal consultation, assisting the NMDOT Tribal Coordinator with administrative and in-person consultation. This position will work directly with project design teams, infrastructure support staff (bridge, drainage, Plans Specifications and Estimates), and will keep the Environmental Bureau Chief aware of any issues that have potential to affect project timelines, deadlines and budgets.

Ideal Candidate

Minimum Qualification

Bachelor's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Engineering, or Chemistry and six (6) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Video/Visual Display Terminals, routine use of a personal computer at a desk, digital camera, cell phones, driving of state vehicles, and routine field work (15% travel). In-state travel required. Deadlines sometimes cause for longer days. Position will require occasional field visits, possible overnight trips, working outside in inclement weather, and/or visiting active construction sites in highway environments and/or industrial settings.
