The Department of Military Affairs (DMA) consists of several operating units that support both state and federal missions, including the New Mexico Army and Air National Guard. DMA is responsible for administration and oversight of the Master Cooperative Agreements between the State of New Mexico and the National Guard Bureau, ensuring compliance with all applicable state and federal requirements. In addition to supporting military readiness and emergency response operations, DMA oversees and supports key statewide programs and institutions, including the New Mexico Military Museum, the New Mexico Youth Challenge Academy, the Job Challenge Academy, and the Governor¿s Summer Challenge Program. These programs support leadership development, education, workforce readiness, historical preservation, and community engagement throughout New Mexico. This position provides executive oversight and coordination of critical state business operations necessary to ensure these missions and programs remain fully functional, fiscally responsible, and operationally effective.
Why does the job exist?

This position will have direct oversight of the Finance, Budget and Information Technology; Military Business Support and indirect supervision of all cooperative agreements with DMA. It is the central coordination point for the numerous elements of these programs that overlap, to ensure fiscally prudent and legally compliant program management.
How does it get done?

Responsible for the direct management and supervision of high level managers and senior level professionals, such as the Chief Information Officer, Chief Financial Officer, Budget Director as well as the indirect supervision to approximately 181 state employees to ensure that the agency operates at optimum efficiency in support of NM National Guard's Readiness.

Provides direct support during a declared State Emergency or Emergency Management Assistant Compact (EMAC), or when DMA Soldiers and Airmen are placed in a State Active Duty Status to provide assistance to other states that request assistance during natural or man-made disaster or emergency.

Provides leadership continuity and professional guidance in managing twelve (12) cooperative agreements. This includes confirming compliance with both State and Federal regulations and ensuring performance and accountability to the taxpayer.
Provides recommendations for the execution of both the state and federal budget;(Approx. $28M State and Federal; $1M AGEF and $5M plus in multi-year capital projects) assigns duties to appropriate personnel for management and control of said funds on a day -to-day basis ensuring compliance with all state and federal rules and regulations.

Direct supervision of all state personnel actions, involving analysis, evaluation and determination of recommended decision, whether suspension, demotion or termination. Approval of final personnel actions, in coordination with Division Director and General Counsel and TAG. Serves as the agency representative for the DMA at State Personnel Hearings, Workers' Comp Hearings, Mediation, and Unemployment Hearings.

Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions

Office setting with extensive computer usage. Statewide travel will be occasionally required.
