NMDOH operates across 33 counties, out of 31 public health offices, 7 facilities, and in collaboration with the 24 Tribes, Nations, and Pueblos to provide direct care services to those who call New Mexico home. The New Mexico Department of Health works with community partners and other state agencies to offer services that improve access to care, promote health and wellbeing, and reduce health emergencies.
Why does the job exist?

This position will report directly to the Chief Procurement Officer (CPO). Position will supervise a team of purchasing agents and a purchasing supervisor, to support the Agency¿s Chief Procurement Officer in managing/overseeing the agency's contract process, establishing procedures that streamline contract routing and approval. This position will also assist in the preparation and auditing of agency memos related to procurement, preparation and auditing of DFA memos (White Papers, CPO Determination Memos, etc.), Purchase Orders, Invitation to Bids, Agency and Statewide Price Agreements, Sole Sources, Request for Proposals, and Emergency Procurements. This position will provide guidance to agency staff regarding these procurement methods. This position serves as the Co - Chief Procurement Officer (CPO) and ensures all procurement methods are in accordance with federal rules and regulations and state procurement code. This position provides procurement training for agency staff when required. This position will also be responsible for all policies and procedures to be accurate, up to date, and published for staff to utilize.
How does it get done?

This position is responsible for:
1) Managing and reviewing agency contracts and purchase documents to ensure compliance with New Mexico procurement statute, rules and regulations, and Agency policies and procedures. Training staff and programs are essential.

2) Providing guidance and assist Agency staff in the development of Invitation to Bids, Request for Proposals, Request for Applications, and Request for Information, while ensuring compliance with the New Mexico procurement statute, rules and regulations as well as Agency policies and procedures.

3) Provide expert guidance in the development of policies and procedures related to Contract Management, Request for Proposal (RFP), Invitation to Bid (ITB), Professional and General Service contracts, Intergovernmental Agreements, etc. Position will also provide oversight of document submissions to oversight agencies, Agency contracts unit, and Agency staff. Position is also responsible for the auditing and processing of all purchase orders for the agency.

4) Supervise a team of purchasing agents and a purchasing supervisor to create a positive team environment, maximize productivity, and reduce rework through training and mentoring. Good leadership skills, leading by example, and great customer service are necessary.

Minimum Qualification

Bachelor's Degree in a relevant field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements

Must possess and maintain a valid driver's license.
Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours if needed. Sitting/Standing, bending, squatting, climbing, reaching, kneeling and crawling for extended periods of time may be required. Ability to lift up to 25 pounds.
