Why does the job exist?

This position provides mission critical assistance to the Office of the State Engineer/Interstate Stream Commission (OSE/ISC) in the administration of water rights under the current New Mexico State statutes. This position analyzes historic and current water rights, determine the elements of the rights and enters the data into the Water Administration Technical Engineering Resource System (WATERS) database. The purpose of this position is to be a highly trained professional to prepare current and historical water right applications/documents for sort and compare, QA/QC, data entry and imaging of complex current or historical water right file projects. Analyze and abstract basic and complex non-domestic and domestic water right files into the WATERS database. This position will provide training for new and existing Water Rights Abstract Bureau (WRAB) and Water Resources Allocation Program (WRAP) personnel and staff in the processes of both data entry and imaging of historical and current applications/ documents. This position will also perform quality control of data and images associated with the WATERS database.
How does it get done?

Under the guidance of a senior professional perform water rights determination analysis to determine the elements of each water right within an assigned basin and their relationship to other rights. Obtain and review available aerial photography, maps, surveys, and county property records and legal property descriptions. Interpreting water right legislation. Rules and regulations and analyze water right adjudication documents and data. Apply common practices, principles and spatial analysis to reconcile the many ambiguous and sometimes contradictory information. Assist in the analysis and planning of WATERS project¿¿ to provide systems for the automated engineering and geo-spatial analysis of current and historical water right declarations, permits, licenses, and adjudication documents. Under the direction of a senior professional assist with research to determine complexities for assigned areas. Apply common practices and principles to develop solutions for WATERS and water right problems. Research the problem provided and recommend an appropriate methodology to resolve said problem. Upon approval, applying the methodologies and provide solutions. Provide WATERS support to the district office personnel and staff, to include processing of incoming transactions for completion in the WATERS database. Perform Imaging tasks of current and historical water right applications/documents and perform QA/QC of said images so the hard copies of said images can be submitted to Santa Fe/ Albuquerque offices for archiving purposes.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the state of New Mexico or must pass and receive Defensive Driving course Certification as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. This position may work in adverse weather conditions. Travel is required to include driving a state vehicle. May be required to work at alternate work sites.
