Job Summary

The Governor's Office of Economic Development (GOED) seeks an experienced Deputy Director to help lead the Nevada APEX Accelerator team. This position reports directly to the APEX Director, will be based with APEX team members in the Las Vegas office, and will supervise two APEX team members in the Carson City office and one APEX/Nevada Local Emerging Small Business (ESB) team member in Las Vegas. For matters related to the ESB program, this position will also report to GOED’s Deputy Director.

The Nevada APEX Accelerator team helps businesses, especially small businesses, looking to compete on public sector procurement opportunities and that are seeking to diversify sources of revenue, create jobs, retain jobs, and help the Nevada economy by winning, being awarded, and executing under government-related contracts and/or subcontracts.

This position will be full-time, non-classified and exempt.

Essential Qualifications

Minimum of seven (7) years’ experience in a government, prime contractor or subcontractor procurement/acquisition environment and/or selling environment (e.g., reviewing solicitations, submitting proposals, etc.) to such entities.

Job Duties

The Deputy Director, Nevada APEX Accelerator shall consistently: (1) assist in setting an internal and external facing environment and tone, to include but is not limited to, performing required APEX division duties, responsibilities, tasks, training, and formal client counseling in accordance with required ethics, integrity, professional standards and conduct, policies, procedures, protocol, etc., in order for those who are being directly supervised or not can emulate the deputy as a role model and fellow state public servant. These are imperatives given the nature of the highly-visible, and U.S. Dept. of War- and state-funded division. (2) help ensure the APEX division’s compliance with the scope and terms and conditions of the formal federal government-state government Cooperative Agreement. This is key to help the APEX team meet or exceed the formal goals and metrics under the agreement. (3) ensure one’s work and the work of those being directly supervised are of professional standards, accurate, attention to detail are evident, and timely. One must withstand formal and/or informal self-review, self-APEX program review, state audit, and federal audit. (4) ensure electronic systems that are reviewed and audited include one’s accurate work and the accurate work of those being directly supervised. (5) follow through on open actions and adhere to deadlines, and communicate proactively and accurately. (6) travel to events; plan, organize and teach classes via a variety of modes to include in person or virtually; and participate in public relations and networking activities. (7) oversee the separate Nevada Local Emerging Small Business (ESB) program to include but is not limited to analysis, program reporting reviews, and ensuring any time spent on ESB does not get charged to the separate APEX division.

Knowledge, Skills, and Abilities

The ideal candidate is required to have knowledge of, and experience with, supervising and procurement processes and principles whether from direct government, prime contractor or subcontractor procurement experience, and/or from direct experience submitting proposals to the government, a prime contractor or a subcontractor; knowledge of GSA schedules, SAM registration, and small business certifications is preferred; proficiency in the use of software applications (Microsoft Office, Excel, Power Point, Publisher, Outlook, and Internet); must be able to communicate clearly and effectively, both orally and in writing; excellent organizational skills, attention to detail, quality work products, proactive follow-through, and ability to prioritize work assignments and manage expectations; and have a valid Nevada Driver’s License or the ability to obtain one within 30 days of employment.

When January 1, June 19, July 4, November 11, or December 25 falls on a Saturday, the preceding Friday is the observed legal holiday. If these days fall on Sunday, the following Monday is the observed holiday. Eligibility for holiday pay is covered by the provisions of NAC 284.255
