DEPUTY DIVISION ADMINISTRATION - JUVENILE JUSTICE - UNCLASSIFIED

This position, which reports directly to the Administrator of the Division of Child & Family Services (DCFS), in the Department of Human Services (DHS), is responsible for the leadership, direction, oversight and overall administration of the Division's statewide juvenile justice programming.  This includes the Youth Parole Bureau, three residential juvenile justice facilities (Summit View Youth Center, Caliente Youth Center, and Nevada Youth Training Center) and the Juvenile Justice Programs Office.  

The Youth Parole Bureau provides supervision and case management services to delinquent youth committed to DCFS.   The facilities confine youth who require a more structured, intensive intervention, in a secure setting in order to receive treatment and rehabilitative services.  The Juvenile Justice Programs Office provides oversight of all juvenile justice services, including policy development, implementation, and oversight; PREA oversight; data collection, management, and oversight; and legislative monitoring, implementation and compliance.  Together these services use treatment, education, and skill-building to address the root causes of delinquent behavior, including trauma, family instability, substance use, mental health needs, and educational gaps, to rehabilitate youth and protect public safety.  

A minimum of 7 years of progressively responsible experience in juvenile justice, corrections, social services, or a closely related human services field, including at least 3 years in a supervisory capacity overseeing programs, staff, and/or facilities serving youth.  Familiarity with data systems used for outcome tracking and federal reporting. Experience managing multi-site or regional operations. A bachelor’s degree from an accredited college or university in criminal justice, social work, psychology, public administration or related field or a master’s degree in one of these disciplines is preferred.  

The position provides broad oversight of children's juvenile justice services, including ensuring that Nevada’s Youth Parole Bureau and three state-operated residential juvenile justice facilities are being held to, and delivering a high-quality standard of care, and that all interrelated juvenile justice services are being coordinated efficiently in order to serve the highest needs of Nevada’s delinquent youth. This position works with local communities to determine community needs and develop plans to meet those needs. This position is responsible for quality assurance and legislative compliance and manages a staff of approximately 200 professionals.

The ideal candidate should have: working knowledge of juvenile justice law, due process rights, and applicable state/federal regulations; knowledge of adolescent development, trauma-informed care, and evidence-based rehabilitative models and best practices; experience in budget development, grants management, and contract administration; the ability to analyze proposed statutory/regulatory changes and to interpret and apply legislative mandates and policy directives; experience with interagency coordination and collaboration (courts, child welfare, behavioral health, and education); strong personnel management skills, including workforce development, performance management, and union relations; excellent written and verbal communication skills and the ability to present to legislative bodies, courts, and oversight commissions; the ability to manage crisis response, incident review, and continuous quality improvement; and a commitment to strengths-based and culturally-responsive approaches to working with justice-involved youth and families.
