Job Summary - Why you’ll love this position

The MOScholars Program Specialist serves as a mid-level role within the Missouri State Treasurer’s Office focused on supporting MOScholars program operations. This role assists the program manager with the administration and oversight of the full lifecycle of the program experience: prospective participant inquiries, application intake, eligibility determination, compliance, and reporting. This is an outward facing role that interacts with multiple stakeholders including parents, educational assistance organizations, third-party contractors, and the public.

Location: Missouri State Treasurer's Office, Harry S. Truman Building, Jefferson City MO 65101 or 1390 Timberlake Manor Pkwy, Chesterfield MO 63017

Responsibilities - What you’ll do

This role will be responsible for leading the program outreach statewide. This role serves as a knowledgeable resource for families, educational assistance organizations, and the public. They will provide clear guidance on eligibility, timelines, documentation, and program use. They will also be responsible for documenting processes and standard operating procedures; propose enhancements to forms, workflows, and systems to increase efficiency.

KNOWLEDGE, SKILLS & ABILITIES
  • Familiarity with scholarship and or education program operations, eligibility verification, and documentation standards
  • Familiarity with program compliance practices, audit processes and data security, and confidentiality statutory requirements
  • Basic understanding of financial recording keeping
  • Strong organizational and time-management skills; able to prioritize multiple deadlines with high accuracy
  • Excellent written and verbal communication skills to translate policies into plain language for a diverse group of stakeholders
  • Proficient with Microsoft 365, Qualtrics, and virtual meeting tools
  • Ability to exhibit excellent customer service and conflict resolution skills with an empathetic, solutions-oriented approach
  • Effective verbal and written communication skills — to professionally answer phones, respond to inquiries, perform webinars and make in person presentations
  • Ability to build a collaborative environment with educational assistance organizations, vendors, and the Treasurer’s Office
  • Be able to work independently and as a team member, adapt to changing priorities and program updates
  • Represent the Treasurer’s Office professionally in both private and public settings

PREFERRED QUALIFICATIONS

  • Experience in K-12 education and/or knowledge of Missouri Education Policies
  • Experience and familiarity with the Individuals with Disabilities Education Act (IDEA)
