This position requires an employee to be onsite in Moose Lake or St. Peter, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

  • Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address listed above are eligible for telework.

Direct Care and Treatment (DCT) has an exciting opportunity within our team as Human Resources Business Partner (HRBP). As the Human Resources Business Partner, you will provide union and labor-related consultation and assistance to managers and supervisors. Consultation includes research, analysis, and direction to all levels of management, which includes interpretation and implementation of collective bargaining agreements and plans. Topics of consultation include but not limited to; disputes/rights, seniority practices, paid/unpaid time management, workplace safety, personnel data/rights, employment misconduct, and layoff rights.

Other duties include:

  • Attend and coordinate grievance hearings and coordinate responses
  • Participate in meet and confer and labor/management meetings
  • Ensure compliance with current laws, regulations, and policies
  • Participate in collective bargaining agreement negotiations
  • Ensures the release of information regarding personnel and other human resources related data

Direct Care and Treatment operates a variety of programs as well as residential and vocational services for people with serious mental illnesses, developmental disabilities, substance use disorders, and much more. DCT also operates the nation’s largest secure treatment program for civilly committed sex offenders. Our mission is to support meaningful lives through specialized behavioral health services that others do not provide.

Minimum Qualifications

Two (2) years’ experience in a human resource setting. Experience must include:

  • Interpreting state and federal laws and policies and procedures, and/or labor contracts
  • Advising on collective bargaining agreements and plans, labor laws, or employee handbooks
  • Addressing employee concerns
  • Knowledge of performance management, grievances, investigations, discipline and discharge, and dispute resolution
  • Records management, including releasing of information in accordance with state statues, laws and/or policies
  • A bachelor’s degree or higher in Human Resources or Organizational Management or related field will substitute for 1-year professional level work experience.

Preferred Qualifications

  • Knowledge of State of Minnesota employment law, rules and administrative processes including MN Statute 13.43 Personnel Data
  • Human Resources experience in a union environment.
  • Degree in Human Resources or Organizational Management
