Job Summary
The Accounting Operations Director leads MNsure’s financial management and accounting operations to ensure accurate reporting, strong fiscal controls, and compliance with state and federal requirements. This position oversees day-to-day financial activities, supervises accounting staff, supports budget development, and provides strategic financial guidance to the Chief Financial Officer (CFO). The role requires strong technical expertise, sound judgment, and the ability to build effective working relationships across MNsure, other state agencies, federal partners, and auditors.
- Direct all accounting and financial operations, ensuring accuracy, compliance, and adherence to GAAP and state/federal requirements.
- Oversee accounts payable, accounts receivable, revenue recognition, cost allocation, capital asset management, and annual reporting.
- Develop and maintain financial policies, procedures, and internal controls to support efficient and compliant operations.
- Review budgets, encumbrances, and financial activity; assist managers with monitoring and reconciling expenditures.
- Lead, supervise, train, and evaluate accounting staff to ensure effective performance and a positive work environment.
- Support preparation of biennial and supplemental budgets and provide financial information to internal leadership and MMB.
- Manage financial reporting requirements for grants, federal receipts, and special appropriations, including timely drawdowns and reconciliations.
- Coordinate with internal and external auditors, provide required documentation, and ensure corrective actions are implemented.
- Maintain strong working relationships with MNsure staff, DHS, MNIT, MMB, federal partners, and vendors to support financial operations.
- Lead the transition and ongoing oversight of procurement and payroll functions, ensuring accurate processing, strong internal controls, and full compliance with state policies.
Qualifications
Minimum Qualifications
Five (5) years of leadership experience in accounting, financial management, or related government operations demonstrating the following:
- Extensive knowledge of accounting principles, state and federal financial management, cost allocation, grants management, and auditing/reporting requirements.
- Experience managing accounting operations, financial reporting, budgeting, and fiscal controls.
- Supervisory experience, including hiring, training, evaluating, and coaching staff.
- Ability to interpret complex financial data, identify problems, and implement solutions.
- Strong communication skills and ability to build effective working relationships with internal and external partners.
Preferred Qualifications
- Bachelor’s or advanced degree in accounting, finance, public administration, business administration, or related field.
- Experience with Minnesota state government financial systems (e.g., SWIFT).
- Experience with procurement and/or payroll functionality.
- Experience supporting audits and responding to audit findings.
- Experience with federal grant reporting and compliance.
- Demonstrated ability to lead teams, manage change, and maintain a positive working environment.
