Job Summary
This position requires an employee to be onsite at 1450 Energy Park Dr. St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Qualifications
Minimum Qualifications
- Business analysis experience performing requirements gathering, analysis, documentation, and stakeholder facilitation within an IT environment
- Experience participating in full System Development Life Cycle (SDLC) projects (Waterfall, Agile, Iterative, or hybrid), including requirements, testing, and implementation phases.
- Demonstrated experience eliciting and documenting business cases, project requests, high level estimations, and functional and non-functional requirements, including business requirements specifications, use cases, user stories, and traceability matrices.
- Demonstrated experience producing business and system process documentation, including UML/BPMN diagrams, data models, use cases, user stories, and requirements traceability.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Preferred Qualifications
- Advanced knowledge and demonstrated application of BABOK-aligned business analysis practices, including Enterprise Analysis, Requirements Management, and Solution Assessment and Validation.Demonstrated ability to work independently, taking initiative to develop, iterate, and refine work products with minimal direction.
- Experience using Portfolio Management tools, processes, and methods, to support intake, governance, capacity, and resource management.
- Experience with the design and maintenance of performance dashboards and PMO metrics.
- Experience leading IT projects as a project manager, project integrator, or scrum master.
Strongly Preferred Qualifications
- Demonstrated experience leading complex stakeholder facilitation, conflict resolution, and consensus-building sessions across multiple divisions or agencies.
- Experience working in a state or local government IT environment including exposure to legislative, regulatory, or federal compliance requirements impacting system development.
