Job Summary
This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
Flexible work hours may be permitted with supervisor approval.
This position exists to provide direction, technical assistance, and overall management of collection, data entry, and submission of the Government Performance and Results Act (GPRA) data required under the State Opioid Response (SOR) grant. This position also exists to provide collection of quarterly reporting data and bi-annual written reports for the SOR grant. The incumbent will serve as part of the Behavioral Health Division (BHD) Research and Evaluation Team, and report directly to the Research and Evaluation Team supervisor. The incumbent will ensure data is managed appropriately and efficiently in accordance with state and federal regulation, mandates, priorities, and contracted deliverables. The incumbent is responsible for developing and communicating policy related to the submission of GPRA data required under the SOR grant. The incumbent will be the primary person responsible for providing technical assistance to both internal and external partners/stakeholders as it relates to the policies/procedures of SOR grant GPRA reporting/data collection. The incumbent will be the primary person responsible for collecting and reporting data for the State Opioid Response (SOR) grant as the Evaluation Coordinator. The incumbent has lead responsibility for identifying major goals and outcome measures funded by either state or federal grant awards. The incumbent also leads the development and implementation of evaluation methods and related strategies that identify and/or that result in promising or positive outcomes. The incumbent collaborates with planning staff and other division/department managers regarding outcome and evaluation efforts.
Some responsibilities include, but not limited to:
- Develop, and ensure accountability of policies and procedures for the collection and submission of GPRA data required under the SOR grant. Coordinate with all Sections required to use GPRA for SOR reporting to assure consistency of and fidelity to strategic planning, goals, and evaluation efforts.
- Assist in developing/amending approaches for improving polices/procedures for the collection and submission of GPRA data collection required under the SOR grant.
- Routinely manage the collection, interpretation, and submission of GPRA data submitted to BHD by SOR grantees in accordance with state and federal regulation, mandates, priorities, and contracted deliverables.
- As the GPRA Data Evaluation Coordinator, assure current programs and structures of an orderly transition with uninterrupted services to clients and providers avoid disruptions.
Qualifications
Minimum Qualifications
Two (2) years of experience demonstrating expertise managing data collection.
Experience must clearly demonstrate:
- Knowledge of data validation, database management and mainternance.
- Understanding of data compliance standards.
- Knowledge of roles and relationships for county, tribal, state, and federal governments related to the rules, regulations, and guidelines.
- Data research skills sufficient to identify best practices, abnormalities and track measurable results.
- Bachelor’s degree in social work, psychology, public health, data analysis or another related fields may substitute for one (1) year of work experience.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Knowledge of Minnesota’s Behavioral Health Programs and/or delivery systems.
- Knowledge of community-based resources for mental health programs and services delivery systems.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

- Minnesota Department of Human Services(DHS) criminal background check will be conducted on all finalistsfor this position. Finalists must pass the DHS background check.
