This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Job Summary

The Adult Protection Services Training and Communications Specialist supports the commissioner’s duties under Minnesota Statutes 256.01 by contributing to the supervision of county-administered adult protective services (APS) and fulfills statutory responsibilities under the Vulnerable Adult Act (Minn. Stat. 626.557) by developing and delivering statewide training and communication resources that promote consistent, accurate, and compliant APS practice across county, tribal, and partner agencies within established program priorities and under the direction of program leadership. Responsibilities include:

• Develops and delivers statewide adult protection training and resources to support consistent, accurate, and compliant practice across county, tribal, and partner agencies
• Develops and implements statewide APS communication materials and strategies to ensure consistent, accessible messaging in alignment with DHS Communications governance and approval processes
• Coordinates APS conferences, trainings, and virtual events by managing planning, logistics, accessibility, and evaluation processes to support statewide collaboration and DHS strategic goals
• To be deliberate in fostering positive interpersonal relationships with coworkers, managers, and customers, so all are treated in a respectful, professional, and humane manner

Qualifications

Minimum Qualifications

• Knowledge of laws, policies, and standards related to vulnerable-adult protection, with the ability to apply them accurately and incorporate them into training and communications
• Knowledge of communications standards, plain-language principles, and content design sufficient to develop clear, accessible, and accurate materials for a diverse audience
• Knowledge of evaluation methods and data analysis sufficient to measure training effectiveness, assess communication impact, and use results to improve training and inform program recommendations

Preferred Qualifications

• Technical proficiency with LMS, SSIS, MAARC, Adobe Creative Suite, survey software, and SharePoint sufficient to develop training, manage content, track participation, and evaluate outcomes
• familiarity with the Minnesota Adult Abuse Reporting Center (MAARC) sufficient to integrate MAARC processes into training and communication materials
• Leadership and facilitation skills sufficient to lead cross-division work groups to support established program priorities, guide planning teams, and provide consultation to APS staff on training and communication approaches
• Curriculum development and instructional design skills sufficient to create high-quality training materials using adult-learning principles, DHS policy requirements, and e-learning tools
• Variety of experiences working effectively with others from different backgrounds and/or cultures
