Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position is responsible for designing, delivering, and evaluating the most complex phases of DHS policy and system education. Drawing on extensive experience with large-scale and boutique public health care programs, the Trainer and Education Specialist will tailor learning solutions to a diverse audience.

Responsibilities include:

  • Implement training for new, intermediate, and experienced eligibility workers related to Minnesota Health Care Programs (MHCP), service delivery, and systems.
  • Establish and oversee continuous quality improvement processes for operational workflows, curriculum development, and training programs.
  • Serve as a business professional on internal and external initiatives involving HCCS systems, eligibility processes, and benefit delivery including care coordination.
  • Proactively engage in special assignments as directed by leadership to consistently embody and communicate the DHS mission, vision, and values to our stakeholders.

Qualifications

Minimum Qualifications

  • Three years of experience advising and determining eligibility for participants in Minnesota Health Care Programs (MHCP), coupled with extensive knowledge of the Minnesota Eligibility Technology System (METS), MMIS, and MAXIS.
  • Experience providing training, mentoring, lead work, facilitating group presentations or similar audience-based demonstrations.
  • Strong communication skills with a demonstrated ability to communicate complex concepts clearly and concisely.
*** Bachelor’s degree in human services, business, healthcare or related field may substitute for one year of experience.

Preferred Qualifications

  • Project management skills with the ability to multi-task and advance activities through-out the project timeline, as well as set goals and timelines, organize project workflows with others and monitor and evaluate accomplishments.
  • Knowledgeable in adult learning, curriculum development and instructional designTechnical writing skills to write clear and easy-to understand instructional documents.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong interpersonal skills to work effectively with a variety of people in various contexts.
  • Creatively problem-solve and recommend best practice solutions to meet business needs.
  • Knowledge of regulatory standards & accreditation compliance.
  • Knowledge of roles and responsibilities of other HCA Divisions (HCEA, HCIA, MPPS), Behavioral Health, MNsure, Counties and Tribes to ensure effective and high-level problem solving, collaboration and outreach is performed.
