Job Summary

The Risk Management Division (RMD) operates Minnesota state government’s self-insurance program, along with the State workers’ compensation and safety program. The division also insures the State’s assets and provides property and casualty coverage. The Property and Casualty unit serves as the State's insurance company providing auto, property, and general liability insurance policies, in addition to risk management and insurance consultation services.

In this position, you will manage auto, casualty, liability, and property claims, as well as coordinate non-insured tort claims by performing all aspects of the financial and administrative duties related to adjusting, managing, and monitoring various types of property and casualty losses and claims, including claims litigation management. Additionally, the position seeks to maximize loss recovery through subrogation and salvage.

  • Review incident reports, claim and demand forms, verify accuracy of information and appropriate type of claim, and verify coverage so that the claims process is conducted properly and the assets of the management fund are protected.
  • Investigate claims to determine liability, determine a judgement on bodily injury, and negotiate a resolution to ensure that claim handling meets division guidelines and protects the State's assets.
  • Work with the division to ensure assigned claims are properly adjusted to protect the assets of the management fund.
  • Research and analyze current tort claim law, court decisions, and current and past structure of underwriting programs and division policies.

This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.

  • Two (2) years of experience working with legal principles, tort claims statutes, governmental immunities, trial court decisions and jurisdictional issues, or other closely related experience.
    • A Bachelor’s degree in business, finance, insurance, or related field may substitute for one (1) year of experience as described.
    • An Associate's degree as specified above may substitute for six (6) months of experience as described.
  • Strong communication skills to accurately express relevant issues to claimants, varied clientele, and stakeholders.
  • Strong organizational and time management skills to successfully handle multiple caseloads.
  • Research, investigative, and analytical skills to evaluate, assess, and recommend solutions.
  • Ability to work independently and be self-directed to meet deadlines and handle claims expeditiously.
  • Ability to make sound judgments/decisions to assess the needs of the agencies in terms of legal issues and advise them on their rights and responsibilities.
  • Proficiency with Microsoft Office software (e.g., Outlook, Word, Excel, etc.).

Preferred Qualifications

  • Two (2) years of experience managing, adjudicating, and resolving auto, bodily-injury, property, casualty, liability claims, non-insured tort claims, and experience with legal principles, tort claims statutes, governmental immunities, trial court decisions and jurisdictional issues, or other closely related experience involving property and casualty losses and claims.
  • Minnesota Adjusters License or Associate in Claims, and/or other designation(s) from The Institutes or accredited institution(s).
  • Auto physical damage estimating experience.
  • Knowledge of medical terminology to determine the nature of injury and the relatedness and reasonableness of treatment.
  • Knowledge of accident reports, police reports, diagrams, and photographs to address potential allegations.
  • Knowledge of reasonable costs when reviewing estimates for damages to automobiles, buildings, and other personal property.
  • Knowledge of subrogation and litigation procedures, along with experience in litigation, negotiating with plaintiff attorneys, and supervising defense attorneys.
  • Conflict resolution and management skills and ability to handle difficult situations with tact, diplomacy, and professionalism.
