The Michigan Department of Treasury is seeking a highly motivated and detail-oriented Departmental Analyst to serve as one of the primary staff overseeing exemption programs administered under the General Property Tax Act.

This position is responsible for evaluating and processing exemption applications, applying expert knowledge of state tax laws, and preparing recommendations for the State Tax Commission. Additional responsibilities include developing and distributing program resources, maintaining and enhancing web content, supporting data collection and reporting efforts, and ensuring departmental procedures for exemption processing remain accurate and up-to-date.

As a subject matter expert, the Departmental Analyst will provide interdepartmental support for program administration, develop and maintain division forms and webpages, and advise local government officials on statutory requirements and application procedures. The position will also design, develop, and deliver training programs for stakeholders.

Key Qualifications and Skills

• Strong understanding of state tax law, particularly the General Property Tax Act and PRE statutes
• Excellent analytical and critical-thinking skills, with the ability to evaluate complex documents and statutory requirements
• Exceptional written and verbal communication skills, including the ability to draft clear and concise reports
• Ability to interpret and apply laws, rules, policies, and procedures
• High attention to detail and strong organizational skills
• Experience developing training materials and delivering presentations to diverse audiences
• Proficiency with webpage maintenance, resource design, and digital content management
• Strong interpersonal skills and the ability to collaborate effectively with internal staff, local government officials, and external stakeholders
• Ability to manage multiple assignments, meet deadlines, and adapt to evolving program needs
• Professionalism and sound judgment, especially when representing the Department during conferences and appeal proceeding

One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Note: A position is considered professional if the job requires a bachelor's degree. Qualifying ‘professional experience’ is only taken into consideration post-bachelor’s degree.

Military Experience

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.Please attach a cover letter, detailed resume, and a copy of your OFFICIAL college transcript(s) to your application. Official Transcripts. For our purposes, "official college transcripts" must contain the college/university name and address, the degree conferred, and date granted, coursework completed (especially if no degree granted), the Registrar's signature and/or seal, and must be recognized by the Council on Higher Education Accreditation (CHEA). A scanned or electronic copy is acceptable, provided it contains the elements listed above. Review more information regarding official transcripts.

Foreign Transcripts. Applicants who possess a degree from a foreign college or university must have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized by CHEA. Go to evaluators for a list of accepted organizations that evaluate foreign credentials. Failure to provide this evaluation at the time of application may result in you being screened out of the process.

Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior to being appointed to the position. Relocation expenses are not reimbursed. 

Hybrid Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. For remote work performance, this position requires a designated, secure, and appropriate workspace with reliable internet access (minimum 25 Mbps download, 5 Mbps upload). Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time.

E-Verify. The Michigan Department of Treasury participates in E-Verify and will provide the federal government with your form I-9 information to confirm that you are authorized to work in the U.S.

Interviews. Interviews may occur virtually using Microsoft Teams. No prior experience with Teams is necessary. Instructions and tips will be provided to all candidates scheduled for an interview using Microsoft Teams.
