The Massachusetts Department of Public Health (DPH) – Western MA Hospital is seeking a detail-oriented and analytically driven Accountant II to support critical financial operations within a mission-focused healthcare environment. This role offers the opportunity to contribute to the financial integrity of a state-operated hospital by preparing fiscal reports, reconciling complex financial data, and ensuring compliance with established accounting standards. The Accountant II serves as an essential link between the hospital and other state agencies, helping to maintain transparency, accuracy, and accountability across financial systems.

Hours: Monday – Friday, 8:00 am – 4:00 pm


Duties and Responsibilities (these duties are a general summary and not all inclusive):


  • Prepare and analyze detailed financial statements and reports in accordance with hospital policies and procedures.
  • Maintain accurate and timely financial records, ensuring integrity across all accounting activities.
  • Reconcile financial documents, transactions, and statements to ensure compliance with established standards.
  • Process and record cash receipts, payments, and deposits, including entry into the state accounting system and management of surplus fund returns.
  • Manage and maintain the Patient Funds Account, including regular communication with Social Workers regarding balances and patient needs.
  • Support procurement and contract functions by assisting in all phases of purchasing and contract administration, including vendor coordination.
  • Review and ensure compliance with accounting procedures, interpreting applicable state and federal laws, regulations, and reporting requirements.
  • Compile, analyze, and prepare financial and statistical reports for internal leadership and external stakeholders.
  • Maintain the Mosaic Fixed Asset subsystem, including documentation and coordination with the DPH Central Office.
  • Provide ongoing administrative and operational support to finance leadership, including participation in meetings, trainings, and special projects.


Required Qualifications:


  • Strong knowledge of accounting principles, practices, and terminology.
  • Ability to analyze financial data, draw conclusions, and make sound recommendations.
  • Proficiency in preparing and interpreting financial and general reports.
  • Ability to read and interpret financial documents, including reports, accounts, and ledgers.
  • Strong mathematical and analytical skills to solve accounting-related problems.
  • Excellent written and verbal communication skills, with the ability to convey information clearly and concisely.
  • Ability to provide and follow detailed oral and written instructions effectively.

  • Strong organizational skills, including the ability to gather information, maintain accurate records, and ensure data integrity.
  • Demonstrated sound judgment, discretion, and ability to handle confidential information appropriately.
  • Ability to work both independently and collaboratively, while maintaining professional and tactful interactions with others.

  • Knowledge of state budgetary procedures including terminology.
  • Knowledge of state accounting procedures including terminology.
  • Knowledge of GAAP.
  • Knowledge of Microsoft Office Suite.
  • Knowledge of Meditech Materials Management Module.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have (A) two years of full-time or equivalent part-time, general accounting or budgeting experience, or (B) any equivalent combination of the required experience and the substitutions below.

Incumbents may be required to have a current and valid Massachusetts Motor Vehicle Driver's License at a class level specific to assignment.

Substitutions:
I. An Associate's degree with a major in accounting, finance or business may be substituted for one year of the the required experience.

II. A Bachelor's degree with a major in accounting, finance or business may be substituted for the required experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
