The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

This senior management position directs and oversees the Department of Public Safety and Correctional Services' (DPSCS) Accounting operations, providing strategic leadership for a staff of approximately 40 employees responsible for critical Departmentwide accounting functions. The position manages the Department Headquarters' financial transactions, through subordinate supervisors.

The incumbent directs and oversees Departmental annual fiscal year end closing activities and GAAP reporting processes; coordinates responses to external audits, develops Departmentwide fiscal procedures and training programs, and ensures compliance with State and federal financial reporting requirements. The incumbent routinely collaborates with agency heads, executive leadership, the Department of Budget and Management, the Comptroller's Office, and other stakeholders to develop fiscal strategies, resolve complex financial issues, and support sound financial decision-making across the Department. This position provides oversight of operating and capital budget transactions totaling more than $520 million annually and provides financial management of major statewide contracts such as the Incarcerated Individual Medical Contract and Incarcerated Individual Food Contract. Responsibilities include ensuring compliance with generally accepted accounting principles and Statewide financial policies, maintaining effective internal controls, monitoring, and forecasting.

This position serves as a principal fiscal advisor to Department senior financial leadership, providing technical expertise in the State's Financial Management Information System (FMIS), budget development, fiscal policy, and internal controls. The incumbent oversees the preparation and review of operating budget requests, monthly expenditure projections, and financial analyses for multiple DPSCS agencies while supporting 18 regional fiscal offices through guidance, training, and technical assistance.

This position requires exceptional leadership, budget management, financial analysis, and strategic planning skills, as well as extensive knowledge of governmental accounting principles, budget development, financial management systems, and internal control practices. The incumbent exercises considerable independent judgment in establishing priorities, interpreting fiscal policy, directing statewide financial operations, and recommending solutions to complex financial and operational challenges.

Minimum Qualifications

Education: A Bachelor's degree in Accounting.

Experience: Six (6) years of progressive, professional Fiscal experience to include at least five (5) years of supervisory or managerial experience involving oversight of fiscal year end closing activities and/or budget monitoring and submission activities for governmental or not for profit entities

  • Candidates may substitute the possession of a master's degree from an accredited college or university in the field of Accounting for 2 years of experience.
  • Candidates may substitute the possession of a certified professional accountant license for 2 years of experience.

Desired Or Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Five (5) years of progressively responsible accounting experience utilizing the State of Maryland Financial Management Information System (FMIS), including demonstrated proficiency with R*STARS (RSTARS) and ADPICS, performing complex accounting, financial reporting, reconciliation, and fiscal management functions associated with year-end close.
  • Five (5) years of supervisory experience overseeing professional accounting or fiscal staff, including responsibility for staff development, performance management, workload prioritization, and ensuring compliance with applicable accounting standards, policies, and procedures.

Special Requirements

The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
  • Annual Leave - ten (10) days of accumulated annual leave per year
  • Sick Leave - fifteen (15) days of accumulated sick leave per year
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child
