Introduction

The Maryland Department of Labor (MD Labor), Office of General Services, is accepting applications from qualified candidates for the position of Administrative Officer II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Administrative Officer II is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees in this classification are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements.

Main Purpose of Job

The primary purpose of this position is to provide critical support in coordinating and tracking projects for the Maryland Department of Labor's Office of General Services. This position works closely with the facilities team, vendors, internal stakeholders, and the agency's procurement team to facilitate project execution. Key responsibilities include reviewing proposals, verifying invoices, drafting technical scopes of work (SOWs), and monitoring the routing process for requisition submissions. The role also involves communicating project timeliness, costs, and relevant updates to program managers and researching, documenting, and tracking the progress of all facility maintenance projects and any other facility-related administrative services. This position relates to the agency's mission in that it provides consistent and dependable support for MD Labor employees who, through their efforts, provide economic stability to citizens of Maryland.

POSITION DUTIES

Duties of this position includes, but are not limited to:
  • Assist with planning, organizing, and managing the administrative work of the facilities team. Partner with OGS managers to coordinate workflow and oversee the division's projects. Creates timeliness, schedules, and other tracking documents to ensure project completion.
  • Prepares Scopes of Work (SOWs), evaluates proposals, and collaborates with MD Labor's procurement team to select contractors for projects across the agency's portfolio.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience providing administrative support in areas such as procurement, facilities management, records management and project management.

Strong written and verbal communication skills

Experience with team collaboration

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
