MOSH is headquartered in Hunt Valley (Baltimore County) and has satellite offices in Easton, Hagerstown, and Largo. If the selected candidate resides nearer to one of these satellite locations, the hiring location (duty station) may be adjusted accordingly.

Main Purpose of Job

Manages the public sector unit of the State to enforce regulations and promote compliance with State Occupational Safety and Health laws, regulations and standards to improve workplace safety and health for Maryland Workers. This position supervises the day-to-day operations of the newly created Public Employees' Safety and Health (PESH) Unit within the Maryland Occupational Safety and Health (MOSH) program. Senate Bill 26/Ch. 608 Acts of 2025 (Davis Martinez Public Employees' Safety and Health Act) is aimed at enhancing public employee safety and health, including promulgating a workplace violence prevention standard, subjecting public bodies to penalties for violations of the MOSH Act and safety and health standards, enhancing notice and reporting requirements associated with public bodies, and establishing the PESH unit. Additionally, this position will perform other work at the direction of the Chief and/or the Assistant Commissioner to assist in project completion, supervisory duties, and/or special projects in areas such as, but not limited to, Operations, Complaint Processing, Training, Education and Outreach,Whistleblower activities, Acting Regional Supervisor duties, etc.

POSITION DUTIES

Supervises the assignment and conduct of public body field inspections of occupational safety and health compliance officers and industrial hygienists identifying unsafe and unhealthy working conditions to eliminate hazards by ensuring inspections and compliance assistance is conducted in accordance with the Field Operations Manual (FOM), current MOSH policies, and the newly mandated Senate Bill 26. Ensures that on-site inspections for serious formal complaints involving public sector entities are initiated in accordance with the FOM. This will entail communicating and coordinating with all the regional supervisors to efficiently manage agency resources and utilize investigators across the state to reach every regional area. Communicates with elected and appointed officials of various state and local agencies to explain enforcement and new penalty procedures.

Directs and trains other OSH COs in the recognition and documentation of hazards, the application of laws, regulations and standards to reduce workplace injuries and illnesses including on-the-job training in accordance with the FOM. Conducts evaluations and reviews of Compliance Officers' and Industrial Hygienists' work while performing public body and certain private sector investigations. Provides technical support to the public to enhance understanding of technical workplace hazards in accordance with the FOM.

Manages the unit's operations by conducting informal conferences and case file reviews to support Agency goals in accordance with MOSH policies and procedures and ensure enforcement consistency across all public sector workplaces covered by the law. Assigns follow-up inspections, monitors and ensures abatement compliance, coordinates issuance of failure to correct violations, and ensures compliance with penalty issuance and collections. Develops a strategic public sector enforcement plan informed by data and trends to assign compliance officer resources effectively. Ensure violations and lack of payment are copied to the relevant members of the legislature in accordance with the Davis Martinez Act and all associated reporting requirements are met.

Performs acting supervisory or other supplementary duties in the Regions as needed, and coordinates with the Chief and Assistant Commissioner on special projects to support the agency overall including outreach, operations, complaint processing, training, whistleblower activities, and related hazard identification and abatement activities within existing resources.

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in the inspection of work places to ensure compliance and initiate enforcement of state and federal occupational safety and health laws, regulations and standards

Notes:

1. Candidates may substitute additional experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations on a year-for-year basis for the required education.

2. Candidates may substitute 30 credit hours to include 12 credit hours in construction, engineering, fire, manufacturing or occupational safety and health technologies for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience

DESIRED OR PREFERRED QUALIFICATIONS

One year experience creating, implementing, or maintaining safety and health management systems.

One year experience training individuals on how to recognize and abate occupational safety and health hazards and promote safe and healthful workplaces.

Proven ability to lead a team of safety professionals, apply federal and state occupational safety regulations, assess workplace hazards, and implement corrective actions.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
