Main Purpose of Job

Directs the financial operations, budget development, and contract administration for the Social Services Administration (SSA). This position provides executive oversight of state and federal funding allocations to ensure the continuous delivery of Child Welfare and Adult Services. The incumbent manages complex procurement processes and monitors performance-based contracts to ensure compliance with fiscal mandates and agency mission. Additionally, the position will monitor contracts executed with purchase of care provider contracts (residential childcare and child placement agency) and SSA Program Contracts.�

POSITION DUTIES

Directs the formulation and execution of SSA’s $598.2 million budget, covering Central, Child Welfare, and Adult Services. Analyzes proposed policy changes for fiscal impact and provides expert recommendations to SSA Executive Leadership and the General Assembly. Plans, organizes, and evaluates the work of professional staff, including managers of managers. Establishes and periodically reviews written unit protocols to ensure timely and accurate contract processing. Prepares executive-level correspondence and fiscal presentations for DHS/SSA leadership.

MINIMUM QUALIFICATIONS

Education: Master’s Degree from accredited college or university in Business Administration, Public Administration, Accounting, Finance, or Social Work Experience: Five years of professional experience in fiscal management, contract administration, procurement, budget oversight, or performance monitoring within a government, human services, or child welfare environment. This experience must include at least two years of experience in a supervisory or managerial capacity overseeing professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following: Two years of experience managing large-scale budgets, responding to formal audits, and interpreting federal and State regulations One year of experience utilizing enterprise-level financial management systems such as Financial Management Information System (FMIS) or Advanced Purchasing and Inventory Control System (ADPICS) to perform data analysis or budget reconciliation A nationally recognized professional certification for procurement or contract management such as Certified Maryland Procurement Officer (CMPO), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Federal Contract Manager (CFCM), or an equivalent

Holidays - State employees also celebrate at least thirteen (13) holidays per year.�� Pension - State employees earn credit towards a retirement pension. Positions may be eligible for telework.
