Job Focus Area

We’re looking for a Human Resources Analyst B, C, or Specialist to serve as the first point of contact at the agency, creating a welcoming environment and providing consistent HR support.

This position supports a portfolio of program offices in the following areas:

  • Recruitment and onboarding
  • Classification
  • Compensation
  • Organizational Management (LAGOV/HCM)
  • Training and Technical Assistance
  • Employee Relations

Candidates with the following skills and competencies are encouraged to apply:

Experience working in LAGOV (SAP) and NeoGov, with a strong ability to multi-task and complete tasks with accuracy in a timely manner.

Accepting Direction: The ability to be open and willing to follow guidance or instructions.

Demonstrating Accountability: The ability to take ownership of actions, behaviors, performance, decisions, and outcomes.

Minimum Qualifications

Four years of human resources experience; OR

Six years of full-time experience in any field plus one year of human resources experience; OR

A bachelor’s degree plus one year of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate.

Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

As a Human Resources Analyst/Specialist, You'll Help Create a Positive Impression For Every Person Who Requires HR Assistance. In This Role, You Will:

  • Greets visitors, and staff with kindness and professionalism; Maintain exceptional level of customer service;
  • Accepts, screens and verifies applications for qualification purposes;
  • Works closely with program office management and leadership to fill vacancies by new hire, promotion, or detail;
  • Works closely with program office managers and leadership to draft job postings in compliance with Civil Service, LDOE, and EEO rules and regulations;
  • Calculates and processes compensation based on Civil Service and LDOE rules and policies;
  • Onboard processing for internal and external applicants onto the LDOE team utilizing both NeoGov and LaGov software;
  • Supports the HR team through cross training and regular check-ins with supervisor.

Position-Specific Details:

Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Career Progression: This position participates in a Career Progression Group. As part of a Career Progression Group, vacancies may be filled from this recruitment as a Human Resources Analyst B, C, or Specialist depending on the level of experience of the selected applicant.

Human Resources Analyst C(AS-616)

Hourly: $22.10 – $43.37

Monthly: $3,831 – $7,518

Annually: $45,968 – $90,210

Human Resources Specialist(AS-617)

Hourly: $23.65 – $46.41

Monthly: $4,099 – $8,044

Annually: $49,192 – $96,533

Work Schedule: Work hours are Monday - Friday. Work hours will be determined.

Compensation: The salary offered will be determined based on qualifications and experience.
