The Louisiana Department of Health (LDH) is seeking a highly skilled and motivated Account Manager 2 to support the Supplemental Nutrition Assistance Program (SNAP) and Disability Determination Services (DDS) section with complex financial reporting and fiscal operations. This position oversees accounting, financial reporting, federal grant management, compliance monitoring, and audit coordination.
The incumbent provides leadership to professional accounting staff and serves as a key fiscal liaison between program leadership, state agencies, and federal partners.
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Key Responsibilities
- Direct and supervise fiscal operations for SNAP and DDS funding streams
- Manage federal grant accounting and ensure compliance with applicable federal regulations, state policies, and agency
Procedures.
- Review and approve complex accounting transactions, journal entries, reconciliations, and financial adjustments
- Monitor program expenditures and funding availability to ensure fiscal integrity and maximize federal reimbursement opportunities
- Coordinate responses to federal and state audits, monitoring reviews, and financial inquiries
- Develop and implement internal controls to safeguard public funds and ensure compliance with accounting standards
- Lead fiscal year-end closeout activities and support preparation of annual financial statements and supporting schedules
- Supervise, mentor, and evaluate accounting staff while promoting professional development and continuous improvement
Ideal Candidate Qualifications
- Experience managing federally funded programs and federal grant reporting
- Extensive professional accounting experience, including governmental or public sector accounting
- Advanced proficiency with financial systems (LaGov) and advanced Excel skills
