The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky's current and future workforces. The cabinet is seeking to fill a Budget Specialist III position located within the Office of Administrative Services, Division of Fiscal Management, Budget Branch.
The preferred candidate for this position will demonstrate the ability to handle multiple projects simultaneously, analyze problems, communicate clearly and concisely, and work cooperatively with a team.
This position requires performance of duties within the state of Kentucky. At the time employment commences, will you be able to commute to and work at an assigned location in Kentucky?
The preferred candidate should have an extensive knowledge of the eMARS and KBUD systems.

Job duties include:
- Oversees budget activities for the cabinet.
- Performs ongoing analysis of agency personnel and operating costs.
- Monitors appropriations and allotments and develops budget modifications as needed and submits to OSBD for final approval.
- Serves as a budget specialist for the cabinet and provides technical assistance to lower-level budget and grant specialists.
- Reviews and analyzes eMars revenue and expenditure reports to ensure compliance with state and federal guidelines.
- Creates new eMARS reports as needed.
- Oversees match and maintenance of effort (MOE) requirements for assigned federal grants, as applicable, to ensure achievement.
- Reviews purchase requests and personnel actions for funding availability and approves as appropriate.
- Develops and executes cabinet biennial budget request to include calculations for completion of all necessary forms and entry into KBUD.
- Performs other duties as assigned.
- Proficient experience specifically with Cabinet level Budget Preparation and Execution
- Strong communication skills
- Financial and, or, accounting background
- Advanced experience in Microsoft Office, eMars, EBI, and KBUD
- Organization
- Knowledge of the legislative process
- Creative thinking and problem solving
- Ability to work under pressure and multi-task
- Forecasting and Financial and Statistical Analysis

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning or related field will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
