Key Responsibilities
- Ensures compliance with Kentucky Revised Statutes 45A and Kentucky Finance Administration Policy for financial affairs.
- Prepares and reconciles accounts receivable and payable using Enhanced Management Accounting and Reporting System (eMARS).
- Analyzes trends to create revenue and expenditure projections, and updates reports for management.
- Creates, processes, and submits financial documents within eMARS.
- Calculates and reconciles, creates, and submits Payment Request for Commodities and General Accounting Expenditure documents.
- Monitors, reviews, and records budgetary tracking for functional areas for agency management.
- Provides management with budgetary projections and ongoing analysis.
- Performs the financial administration of agency programs, processes cash receipts, and capital project payments. Ensuring the agency maintains compliance with policies to include Finance Administrative Policy (FAP) 22-10-00 and FAP 120-24-00.
- Utilizes outside vendors software portals for reviewing and reconciling Procurement Card documents. Utilizes these tools to review reconcile reports received for the Procurement Card Program to include several different locations within the agency.
- Interprets, applies, and trains new users on Kentucky State Police policy and FAP 11-58-00 and General Order AM-C-9 for purchases.
- Experience as a procard Administrator.
- Interprets and applies travel regulations, statutes, and policies.
- Completes Travel Encumbrance (TE) documents in eMARS to obligate funds for all agency in and out of state travel.
- Checks for accuracy and compliance.
- Reviews travel voucher and reconcile the amounts against the approved TE document.
- Completes Travel Payments.
- Performs other duties as needed.
- Accounts payable and receivable experience.
- eMars experience and knowledge.
- Excellent organizational, time management skills, and multi-tasking skills.
- Ability to interpret regulation and apply them to duties, processes, and produces.
- Excellent communication skills, both written and verbal.
- Computer and administrative skills.
- Ability to work in a team environment.
- Proficient in the use of Microsoft.
