Position Summary & Responsibilities
Position Summary:
Work involves planning and implementing procedures in the acquisition of goods and services. Duties include reviewing requests and authorizing the purchase of a range of goods and services from items of common use to technical or scientific supplies and equipment, and preparation of bid invitations and awarding of contracts. This position specializes in purchasing and contract administration work which will include the development of contracts; and supervising/overseeing the purchasing and contract work in an agency that has purchasing authority.
Job Responsibilities may include but are not limited to the following:
Manages/Coordinates Department Operation
- Effectively manages and coordinates the full operation of the department
- Develops, interprets and applies standards, policies and procedures to Purchasing, Warehouse, Inventory Control, Shipping/Receiving and Vending Machine Operations in accordance with State of Kansas regulations and statutes
- Provide supervision to assigned staff
- Assess budgetary needs of the department and operations within available resources
- Review and evaluate operations and make appropriate modifications as required
- Encourage and implement Process Improvement as opportunities arise
- Other duties as assigned
Coordinate/Approve Acquisition of Supplies
- Coordinate acquisition of supplies and capital equipment
- Approve, check for accuracy and insert dispatch information for PO's in SMART
- Coordinate and provide information for solicitation of quotes, purchase/receipt of goods, warehousing/labeling, inventory control and issuance/distribution
- Coordinate routine inventories, providing documentation and accountability of all capital outlay equipment
- Oversee and aid in the review of invoices for goods and services to insure accuracy and applicability
- Create change orders as necessary in SMART; add money to and move money on POs.
- Ensure purchases over delegated authority are referred to Procurement and Contracts in Topeka for approval prior to ordering the goods or services
- Work in coordination with Procurement and Contracts to develop specifications, serve on negotiating committees, etc. for bids over delegated authority
- Develop working relationship with major suppliers to ensure best pricing and products are available when needed
Contracts/Agreements
- Work in coordination with LSH Administration, KDADS, and Procurement and Contracts to develop specifications, serve on negotiating committees, etc., for purchases and/or contracts over delegated authority
- Coordinate negotiation, preparation and renewal of contracts for medical, clinical and operational services
- Enter contracts into SMART
- Coordinate, implement, review, and renew maintenance and service agreements for medical devices and all other hospital equipment
- Troubleshoot on campus vendor issues
- Approve final copy of internal agreements (on paper and in SMART), once LSH and supplier signatures are obtained on LSH Contract Concurrences, forward to KDADS legal for remaining signatures
- Ensure annual reviews are sent out in a timely manner
SMART and Inventory
- SMART Help Desk Liaison for all procurement and security issues.
- Provide SMART initial and follow-up training for all requisitioners
- Provide supervisor approved security roles for Plexus
- Troubleshoot SMART requisition/PO/Contract issues
Qualifications
Minimum Qualifications:
- Two years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts and awarding contracts. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
- Must posess any combinations of the following to equal three years: experience in procuring commodities/services which includes preparing order specifications, estimates, bids and contracts and/or education in business of public adminstration, marketing, purchasing and/or management. College degree with major in business related field preferred.
Post-Offer, Pre-employment Requirements:
- Ability to pass a KBI background and pre-employment drug test.
