The Iowa Judicial Branch, in State Court Administration, seeks applicants for a Director of Finance to oversee the financial operations and long-term fiscal strategy of the branch. This position is located at the Iowa Judicial Branch building in Des Moines, IA.
This position is a high-level leadership role within the Iowa Judicial Branch. This position will direct fiscal policy, operations, and procedures. The director oversees the integrity of all financial operations. The director will administer the branch’s annual budget, projections, and any legislative changes. This position will direct the judicial officer retirement fund administration. This position will lead the financial functions of the branch, across the state of Iowa, through oversight of subordinate managers and staff. The Director of Finance will monitor financial operations, analyze results, effectively communicate information, and execute enhancements to improve financial activity.
This successful candidate will have extensive knowledge of Generally Accepted Accounting Principles (GAAP) and applicable federal, state, and local laws governing financial and tax reporting. The successful candidate will have strong leadership skills and the ability to lead departments and individuals. This person will have excellent analytical acumen and the ability to develop innovative solutions and implement change management.

Examples Of Duties And Responsibilities
- Direct, prepare, and administer the Iowa Judicial Branch’s annual budget assumptions and formulate the presentation to the legislature.
- Analyze proposed legislation affecting the Iowa Judicial Branch and determine the fiscal impact of proposed and approved legislation.
- Ensure effective internal controls for compliance and audits. Work with the state auditor; ensure all responses and required financial statements are prepared timely and accurate.
- Manage the processes and procedures to accurately forecast, budget, and consider projections within the approved and authorized budget. Prepare and present budgetary updates and financial reports to the Iowa Supreme Court and Legislators as requested.
- Direct and oversee the judicial retirement fund and monthly retirement system payment process. Provide information to the retirement legislative committee and the Office of the State Treasurer.
- Other duties as assigned.
- In-depth knowledge of executive or corporate finance and accounting principles, laws, and best practices.
- Extensive knowledge of modern principles and practices of public administration with emphasis on accounting principles, financial budgeting, forecasting, reporting, and audit compliance and administration.
- Communicate, present, and interact with confidence and professionalism to both small and large groups, including judicial officers, attorneys, government, and elected officials.
- Ability to secure confidential information.

Minimum Qualification Requirements
The incumbent must meet the minimum requirements to qualify for the position.
- Bachelor’s degree from an accredited college or university in finance, accounting, economics, business administration, or related field.
- Eight (8) years of progressive experience in senior accounting, controlling, legal, or corporate finance leadership positions.
- Three (3) years of experience in a managerial role.
- Three (3) years of supervisory experience.
- Government accounting experience.
- Professional accounting designation such as Certified Public Accountant (CPA), or Certified Management Accountant (CMA).
- Experience in a leadership role of a tiered organizational structure.
Salary : $117,790 - $196,331
