Position Overview
The Illinois Environmental Protection Agency (IEPA) Bureau of Air is seeking a qualified individual to serve as the Vehicle Inspections and Maintenance (VIM) Section Manager located in Des Plaines, IL. The selected candidate will possess strong leadership and communication skills, be willing to utilize innovative ways to guide the section and its staff to meet the present and future demands placed on the section. This individual should possess knowledge and experience in developing policies, standards and procedural guidelines, have the ability to represent the IEPA and the program, explaining policies to state, federal and local governments, industry, contractors, public interest groups, member of the public and other stakeholders.

Essential Functions
- Serves as the Manager, of the Vehicle Inspection and Maintenance (VIM) Section, Bureau of Air:
- Serves as a full-line supervisor:
- Develops and implements guidelines, policies, and procedures for the Sections contractor policies:
- Establishes and implements Section policies and procedures.
- Develops and maintains knowledge of other Agency programs and their relationship to field programs;
- Conducts and coordinates investigations into motorist-disputed inspector/contractor issues including repair waiver/emissions test grievances and damage claim petitions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years college.
- Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers at least (4) years of experience in implementing or overseeing a state vehicle inspection and maintenance program.
- Prefers at least (4) years of analyzing, interpreting, and applying state and federal laws, regulations, policies, and guidance concerning vehicle emissions inspections
- Prefers at least (4) years of experience in managing and/or providing guidance to a professional staff of field auditors, inspectors, or contractors working in a vehicle inspection and
- maintenance program.
- Prefers at least (4) years of experience in the development of requests for procurement and incorporation of such elements, including subsequent contactor proposals, into a final contract, or the preparation of responses to requests for procurement and contract development.
- Prefers at least (4) four years of experience in preparing and developing comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
- Prefers at least (4) four years of experience in developing and maintaining harmonious working relationships with internal and external stakeholders.
Condition of Employment
- Requires a valid and current appropriate drivers’ license.
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
