The Idaho Transportation Department (ITD) is seeking an experienced and dynamic Financial Specialist, Principal located in our Headquarters in Boise, Idaho to provide leadership, guidance, and expert-level support across all areas of Financial Services. This role serves as a key financial resource and backup to Financial Managers, ensuring continuity of operations and adherence to accounting standards. The ideal candidate will act as the department-wide subject matter expert in Accounts Payable, General Ledger, Project Accounting, Budget, Revenue Operations, and more, while regularly interfacing with both internal and external stakeholders.

EXAMPLE OF DUTIES

  • Provide program oversight and expert guidance for Financial Services within the Admin group
  • Serve as subject matter expert in key accounting areas including Accounts Payable, General Ledger, Project Accounting, Budget, and Revenue Operations
  • Support and provide backup leadership for Financial Managers across multiple teams
  • Monitor and enforce consistent application of financial policies and best practices statewide
  • Prepare and reconcile financial statements, charts of accounts, and internal/external reports
  • Process vendor payments, employee reimbursements, interagency payments, and purchasing card transactions
  • Coordinate federal and state audit responses; ensure compliance with TECM and GARVEE bond program requirements
  • Perform Advantage and LUMA financial system reconciliations; maintain knowledge of GAAP and GASB standards
  • Support year-end financial reporting, including ACFR GAAP closing packages for the State Controller’s Office
  • Provide financial decision support and analysis for executive leadership and the ITD Board
  • Collaborate with various state and federal agencies including FHWA, LSO, SCO, DFM, MPOs, and local highway districts

Minimum Qualifications

Good knowledge of:

  • Accounting principles and practices

Experience

  • Using personal computers to develop, analyze, and report on financial data
  • Monitoring/reviewing internal financial controls
  • Resolving technical accounting, auditing, or budgeting problems
  • Preparing financial documents for management review
  • Analyzing financial activities and recommending or implementing management actions

Prefered Qualifications

  • Bachelor’s degree in accounting, Finance, or related field with a minimum of 20 hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles
  • Ability to establish a clear vision for tasks within the position’s responsibility and guide staff towards efficient implementation
  • Able to effectively communicate both orally and in writing
  • Experience leading a team to collaboratively solve problems
  • Experience in implementing businesses process improvements
  • Strong written and verbal communication skills
  • Perform financial analysis using 4th generation query tools (e.g., Business Objects, SAP, Cognos)
  • Evaluate financial systems, prepare reports of findings, recommend actions, and implement changes
  • Use accounting theory and practice ensuring adherence to GAAP and Governmental Accounting Standards
  • Experience gathering data from multiple financial systems, analyzing data, integrating data, and validating data for accuracy and developing reports/inquiries to aid with process improvements and making informed business decisions
