Join the Division of State Care Facilities, a dedicated team within the Idaho Department of Health & Welfare committed to supporting and empowering clients through compassionate, skilled services and dedicated care. The Client Services Manager provides leadership and oversight of operational, administrative, and compliance functions within a state- operated residential facility. This position ensures the facility operates safely, efficiently, and in full compliance with state and federal regulations, licensing requirements, and contractual obligations. The Client Services Manager will work collaboratively with leadership, clinical teams, and support staff to maintain high- quality services, promote a trauma-informed environment, and support the overall mission of the Idaho Department of Health & Welfare.
This position will be located at one of Idaho's historic landmarks, the Idaho State Sanitarium Administration building in Nampa . The campus has a beautiful rose garden, wildlife, and walking paths for employees to enjoy. Work is primarily performed in an office and residential facility environment. May require some flexibility in scheduling to support operational needs, emergencies, or after-hours situations.
The Idaho Department of Health & Welfare is a drug-free workplace. EXAMPLE OF DUTIES:
- Oversee daily facility operations to ensure a safe, clean, and welcoming environment for residents and staff.
- Develop, implement, and monitor standard operating procedures for facility processes, including scheduling, incident reporting, maintenance, and inventory control.
- Coordinate maintenance, repairs, inspections, and safety audits; ensure timely corrective actions are completed.
- Lead administrative operations, including records management, data entry, and case management support functions.
- Maintain accurate, confidential resident records in compliance with privacy and confidentiality requirements.
- Support recruitment, onboarding, training, and performance management of administrative and support staff.
- Lead safety and emergency preparedness efforts, including drills, incident reporting, risk assessments, and corrective action planning.
- Maintain governance documents, policies and procedures, ensuring regular review, updates, and compliance.
- Provide effective crisis intervention, conflict resolution, and de-escalation support, while maintaining flexibility to respond to after-hours emergencies or service needs.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.
- Good knowledge of intellectual and developmental disabilities. Typically gained by a bachelor’s degree in a human services field (psychology, education, special education or closely related field) AND one year of experience working directly with individuals with an intellectual and developmental disabilities; OR at least three years of related experience. Experience must have included conducting assessments, developing programs, providing direct care, and teaching and training individuals. Please include if you have experience as a lead worker or supervisor overseeing the work of others performing these duties.
- Good knowledge supervisory practices. Typically gained by successful completion of courses or seminars that included all the essential elements of management (planning, organizing, staffing, directing, and controlling) OR at least one year of experience performing as a supervisor or project leader that required work assignment, direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations and handling problem-solving procedures. Other additional supervisory education and/or experience may qualify, so please fully describe all of your related background.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Knowledge of facility operations, regulatory compliance, and administrative systems. Typically gained by two to four years of experience in a human services, behavioral health, or residential program setting with responsibility for overseeing daily operations, ensuring regulatory compliance, and managing administrative processes.
- Strong organizational, communication, and problem-solving skills. Typically gained by two to four years of progressively responsible experience coordinating services, communicating with multidisciplinary teams and external partners, and resolving operational or client-related issues.
- Ability to manage multiple priorities in a fast-paced, regulated environment. Typically gained by two or more years of experience working in a high-volume, compliance driven human services environment requiring effective prioritization, time management, and adaptability.
- Commitment to safety, accountability, and collaborative teamwork. Typically gained by two or more years of experience working in programs that emphasize client safety, staff accountability, and collaboration among internal teams and community stakeholders.
Bachelor's degree in Social Work, Human Services, Psychology, Sociology, Child Development, or a related human services field preferred.
