This position is for the State of Hawaii, Department of Human Services, Med-QUEST Division, located in the city of Kapolei, on the island of Oahu.

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Human Services, Human Resources Office, Recruitment and Examination Staff.
EDUCATION: Medical degree (M.D. or D.O.) from an accredited School of Medicine or Osteopathy in the United States, or an equivalent degree from a medical school outside of the United States.
EXPERIENCE: At least three (3) years experience practicing medicine as a licensed and board-certified physician, practicing in the area of psychiatry. Experience in public health policy administration and/or managed care preferred.
KNOWLEDGE: Knowledge of behavioral health/medical principles, techniques, procedures and best practices especially related to the seriously mentally ill population. Familiar with Medicaid program law and regulations in particular the health coverage and payment rules.
Knowledge of the health industry, managed care organizations, utilization review organizations, or health care claims processing organizations developing and providing coverage or medical necessity policies and guides.
SKILLS/ABILITIES: Ability to apply the required medical and related behavioral health knowledge to policy recommendations and decisions; interpret and explain best practice findings to stakeholders; provide behavioral health consultation to staff, providers, health plan medical directors; problem-solve and set goals and objectives; time and project management skills; communicate effectively both orally and in writing; prepare clear and concise reports and correspondence; establish and maintain effective working relations with others; able to deal with staff and the general public. Additionally should be computer literate, particularly at a level of competency and comfort with MS Office software, internet access, and the use of electronic mail.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment is considered "at will" which means you may be discharged from your employment at the prerogative of your department head or designee at any time.
