What are the responsibilities and job description for the Historic Preservation Assistant Administrator position at State of Hawaiʻi?
The function of the State Historic Preservation Division is to develop and maintain a comprehensive historic preservation program to promote the use and conservation of historic properties for the education, inspiration, pleasure, and enrichment of the citizens of Hawaii in accordance with the National Historic Preservation Act of 1966 as amended (NHPA), Chapter 6E of Hawaii Revised Statutes (HRS 6E), and their implementing regulations and rules.
The primary purpose of this position is to assist the State Historic Preservation Administrator (Administrator) in providing executive direction to the historic preservation program for the State of Hawaii for current and future generations and in the manner consistent with the preservation and enhancement of historic and cultural properties under State and federal laws.
Major Duties and Responsibilities Include:
Assist the Administrator with initiating, formulating, and recommending policies affecting the activities of Division; developing plans, goals and objectives, and set priorities in scheduling and workflow.
Recommend plans or proposals for short- and long-term goals and objectives to enhance historic preservation in Hawaii while assisting with the development of the Historic Preservation Functional Plan, the Annual Application for Federal Historic Preservation Grants-In-Aid, and Strategic Plans.
Assist in administering the Historic Preservation Grants-In-Aid program including review of sub-grant applications, preparation and processing sub-grant applications, preparation and processing sub-grantee application and contracts, inspection and monitoring of contract work, verifying payments, and providing input during audit.
Provide assistance with overseeing and coordinating the development of policies, procedures, guidelines, or administrative directives to ensure the proper implementation of Hawaii Revised Statues, Chapter 6E and its administrative rules.
Provide assistance in coordinating the effective use of personnel and other resources within the SHPD.
Direct Division activities, as assigned by and in coordination with the Administrator, related to the protection and preservation of historical and archaeological resources within preservation areas and enforcement of laws and regulations within those areas; monitor SHPD activities to ensure they are performed in accordance with prescribed plans, policies, and procedures and that planned level of performance are being met.
Direct investigation and review, evaluate and make recommendations for areas of historical importance; determine standards and priorities for historic preservation projects; present submittals to the Board of Land and Natural Resources on behalf of the Administrator.
Write, review, and/or rec0ommend legislative bills, regulations, and amendments to existing regulations affecting historic preservation.
Track bills, committee hearings, and prepare testimony on bills and resolutions for the legislature or congress affecting historic preservation.
Draft new and amendments to administrative rules in coordination with the Administrator and Branch Chiefs; prepare informational packets and present SHPD business to the BLNR related to new and amended SHPD administrative rules.
Work with other agencies, in coordination with the Administrator and SHPD Branch Chiefs, to formulate policies to ensure the proper administration of extra-divisional compliance with historic preservation rules, regulations, and guidelines. Review, author, and/or prepare comments on proposed changes to rules, regulations, guidelines, and/or program alternatives.
Prepare statistical data, such as Island Burial Council and Review Board activities and attendance, HRS 6E and NHPA program requirements, operational costs, etc. for preparation and inclusion in annual reports, legislative testimony, quarterly financial reports and budgetary projections.
Participate in the review of federal undertakings subject to review in accordance with Section 106 of NHPA and 36 CFR Part 800 as well as HRS 6E and associated Hawaii Administrative Rules. Participate in consultation regarding the drafting and execution of agreement documents on behalf of the state of Hawaii.
Assist the Administrator in establishing and maintaining cooperative relationships with federal, county, state, and community organizations; represent the department in meeting with civic organizations, government agencies, and the general public in matters involving the historic preservation program.
Provide training, information, and advice to the general public, agencies, and organizations regarding historic preservation programs, policies, and best practices.
Requirements:
A master’s degree or higher from an accredited college or university in History, Archaeology, Architectural History, Historic Architecture, Hawaiian Studies, Anthropology, or a related field of study. Candidate may also have a master’s degree or higher in another area of concentration if a significant amount of work involves the study of Hawaiian culture, language, law, or traditional and customary rights.
Four (4) years of professional work experience in the field of historic preservation (i.e. history, archaeology, architectural history or historical architecture, cultural practices, etc.), conducting cultural resource management/environmental reviews and writing/managing agreement documents pursuant to Chapter 6E, Hawaii Revised Statutes and/or Section 106, National Historic Preservation Act.
Two (2) years of professional work experience which involved major responsibility for and active participation in the development and management of policies and programs. Responsibilities include identifying and evaluating program goals and objectives within resources and budgetary limitations; developing procedures; and actively participating in policy determination and budget formulation.
Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.
