Position Overview and Responsibilities:

The Florida Department of Environmental Protection is seeking a licensed Professional Engineer (P.E.) to serve in a temporary, high-impact role supporting the Resilient Florida Program. THIS POSITION IS PART-TIME, ENDING IN DECEMBER 2026, AND LIMITED TO LESS THAN 29 HOURS PER WEEK.

This position is focused on technical application review and eligibility determinations for infrastructure projects seeking state funding. The selected candidate will apply professional engineering expertise and analysis to evaluate project proposals against defined criteria, including whether proposed designs meet or exceed applicable building code or floodplain management requirements and support long-term resilience objectives. This role requires sound engineering judgement to play a critical part in advancing statewide resiliency efforts through the Resilient Florida Program.

  • Review grant applications and supporting documentation for technical completeness and eligibility
  • Evaluate project proposals against established criteria to determine whether designs meet or exceed applicable requirements, including the Florida Building Code
  • Apply professional engineering judgment to assess the adequacy and feasibility of proposed infrastructure and planning efforts
  • Incorporate principles of Floodplain Management in evaluating flood risk reduction and resilience benefits
  • Identify deficiencies, risks, and inconsistencies in submitted applications
  • Provide clear, concise, and defensible technical comments and eligibility recommendations
  • Interpret applicable statutes, rules, and program guidance to ensure consistent application review
  • Coordinate with internal staff and subject matter experts to support interdisciplinary review processes
  • Support a high-volume review cycle with accuracy, consistency, and timeliness.

 

Required Knowledge, Skills, and Abilities:

  • Strong technical review and analytical skills
  • Ability to evaluate projects against defined criteria and make clear “meets/exceeds” determinations
  • Deep understanding of building codes and engineering standards
  • Ability to identify gaps, risks, and inconsistencies in engineering proposals
  • Clear and effective written communication skills
  • Ability to work efficiently in a fast-paced, deadline-driven environment
  • Ability to work collaboratively with technical and non-technical reviewers to ensure accurate and consistent eligibility evaluations.

 

Minimum Qualifications:

  • At least four years of verifiable related experience in engineering. Post-secondary degrees from an accredited college or university with a major in Engineering may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Active licensure as a Professional Engineer (P.E.) in the State of Florida
  • Experience in engineering design, plan review, or technical evaluation
  • Working knowledge of the Florida Building Code
  • Familiarity with Floodplain Management concepts
  • A valid driver’s license.

 

Preferred Qualifications:

  • Experience conducting code-based plan review or compliance determinations
  • Background in stormwater, flood mitigation, coastal, or water infrastructure projects
  • Familiarity with FEMA guidance, elevation standards, or hazard mitigation planning
  • Experience working with state or local government programs

 

Pay:

$35.00 - $40.00 / hour
