Job Description

The Office of Human Resources within the Office of the State Courts Administrator seeks a professional to lead and manage human resources payroll operations. This position oversees payroll services and processes, supervises and mentors a team of three staff members, and ensures accurate, efficient coordination of payroll-related activities across the State Courts System (SCS), including circuit courts and District Courts of Appeal.

The incumbent serves as the SCS’s primary liaison to the DFS Bureau of State Payrolls. Additional responsibilities include interpreting and assisting in developing HR policies, rules, and procedures, developing and conducting training, analyzing human resources issues to advise and make recommendations, and performing a variety of administrative functions. This role serves as the lead contact and provides office support in the absence of the HR Chief or Operations Manager, ensuring continuity of operations.

 

The primary duties of this position include, but are not limited to, the following:

  • Supervise HR payroll staff in preparing monthly, biweekly, supplemental, and CJIP payrolls.
  • Oversee and administer payroll functions. Provide training and technical assistance to marshals, trial court administrators, human resources representatives, judges, non-judicial officers, and employees on the interpretation of SCS HR regulations and rules as they relate to payroll.
  •  Serve as HR PALM coordinator. Serve as liaison with DMS and DFS regarding People First, FLAIR, and PALM.
  • Produce People First data reports, including recurring monthly and BOBJ reports.
  • Identify and recommend improvements for efficiencies, clarifications, and revisions in HR policies, rules, and procedures related to payroll and all HR functions.
  • Conduct regular audits of payroll processes and other HR functions to ensure compliance with policies and regulations; identify discrepancies, recommend corrective actions; and implement process improvements to improve efficiency and data integrity.
  • Respond to superiors' requests regarding any office matters delegated for review and/or handling. Attend meetings on behalf of the HR Chief or Operations Manager as assigned.
  • Other duties as assigned.

 

Education and Training Guidelines

Education

Bachelor’s degree in public or business administration, business management, employment law, human resource management, accounting, or a closely related field.

Experience

Refers to the amount of related work experience that is recommended for entry into the position that would result in reasonable expectation that the person can perform the required tasks. Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

Five years of experience in human resources management or accounting management, including two years of supervisory or team lead experience.

  • Ability to analyze and synthesize data and information to identify issues, develop conclusions, and recommend changes to policies, procedures, or methodologies.
