Summary Statement

This position serves as the Office of Incident Resolution Administrator, monitoring and overseeing the reportable incident, client rights and the HIPAA investigative processes to ensure compliance with Federal/State Law/Regulations and with the Home and Community Based Medicaid requirements. Responsibilities include: protecting client rights, ensuring time frames for investigations are met, conducting investigations as necessary, reviewing investigations and issuing feedback to the responsible entity, ensuring corrective action, and providing administrative follow up as necessary. Additionally, this position will be responsible for supervising staff within the Office of Service Integrity and Enhancement. The incumbent may work in either Kent or Sussex.

  • Organizes and directs services delivery by planning and scheduling program activities and coordinating specialized support services.
  • Provides direction and guidance to professional and supervisory staff in the development, implementation and evaluation of comprehensive training and care plans for each client in the unit.
  • Oversees the implementation of monitoring systems for evaluation of services and protection of clients' rights, implements corrective and/or preventative action as indicated.
  • Conducts team meetings in order to resolve programmatic and management issues and makes recommendations to superior on program needs.
  • Plans and assigns work of program staff directly and through subordinate supervisors.
  • Reviews and evaluates work, interviews and hires program staff.
  • Develops, plans and oversees the implementation of training programs such as programmatic techniques, client training, behavior shaping methods, data collection techniques, varied care-providing techniques and in protection of clients' rights.
  • Participates on committees and task forces as assigned.

Job Requirements

JOB REQUIREMENTS for Developmental Disabilities Program Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possession of a Bachelors degree or higher in Behavioral or Social Science or related field OR a Registered Nurse license.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Six months experience in working with persons with developmental disabilities.
  • Six months experience in interpreting rules, guidelines, standards, policies and procedures that govern the care of developmentally disabled persons.
  • Six months experience in developing policies or procedures.
  • Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  • Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.

Conditions of Hire

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
