About the Job

This position manages, operates and monitors asset management, warehousing and inventory control processes and procedures to ensure mission objectives are met to support Division of Fire Prevention and Control (DFPC). This position functions as an individual contributor managing the day-to-day warehousing requirements by controlling consumable and non-consumable inventory goods issued to Division of Fire Prevention and Control members, including: uniforms & PPE (Personal Protective Equipment, Bunker Gear and SCBA), medical supplies, firefighter supplies and equipment, automotive parts, and supplies obtained through federal excess property programs.


This position is responsible for researching, forecasting, evaluating, requisitioning, procuring, receiving, tracking, distributing, storing, organizing, shipping and delivering, and replenishing all goods by coordinating and collaborating with vendors, program assistants, financial services and customers. This position is responsible for the research & administration of service and goods contracts, bids, PO’s, RFP’s and IFB’s. This position is responsible to research and develop effective and economical ways to assist and improve procedures, policies and budgetary processes. This position researches product information, contacts vendors for quotes and product specifications, evaluates products and prepares bid proposals.


This position troubleshoots issues for repair and replacement, performs basic repairs, cleaning, and refurbishment of supplies, PPE, uniforms and equipment. This position supervises large scale receiving and distribution projects as needed.

Anticipated Hiring Range: $4,495 - $5,392/month; $53,940 - $64,704/year
Full Salary Range: $4,495 - $6,292/month; $53,940 - $75,504/year

Key Responsibilities 

Asset Management and Daily Operations

Independently organizes, coordinates, administers and controls warehouse/inventory processes and procedures for Division of Fire Prevention and Control customers. Oversee and direct the daily operational needs of the Supply Unit and inventory, both durable and consumable goods. This position monitors and surveys Division of Fire Prevention and Control requirements to determine new inventory/warehouse needs, replacement of obsolete inventory and vendor quality issues. Establishes layout of supply area to include space for receiving and distribution, cleaning, minor repairs, storage, fitting and ensures adequate space for expansion. Inspects and receives incoming shipments of supplies and verifies quantities and quality with invoices. Verifies and notes damages or substitutions. Assists customers by coordinating pickups/drop offs and loading and distributing inventoried warehouse products. Coordinates distribution of supplies/equipment for Division of Fire Prevention and Control members. Assists customers by loading and distributing inventoried warehouse products. Forecasts, plans and determines supplies and equipment needed for operational requirements by collaborating with Wildland Fire Logistics Branch Chief and Division of Fire Prevention and Control leadership.  Maintains and develops warehouse Standard Operating Procedures (SOP). 


Develops reorder points (ROP) and maintains quantities of supplies and equipment at an effective level to prevent out of stock items and shortages. Maintains and issues items from inventory such as uniforms, medical supplies, PPE and firefighter supplies to Division of Fire Prevention and Control members ensuring internal and external ordering processes are followed. Ensure new employees are measured and fitted for uniforms and PPE. Compiles, tracks and maintains inventory and accountability records for all supplies and equipment received and issued to Division of Fire Prevention and Control members using databases, and asset management software. Provides a list of supplies, PPE and uniforms issued to employees for employee off-boarding. Tracks and records list of supplies that expire and develop notification systems to ensure replacement supplies are distributed and valid. Tracks SCBA and AED equipment warranty and service schedules and arrange software updates, maintenance, repair, service, flow testing and hydrostatic cylinder testing. 

Develops protocols to ensure the safe handling, storage and security of sensitive supplies such as medical devices, medication and electronics. This position is responsible for the proper disposal of expired and expendable supplies, hazardous materials and medical supplies/drugs. Refurbishes, cleans and provides laundry services for supplies, uniforms and equipment for reissue. Conducts periodic and annual physical inventory of parts, supplies and equipment. Researches and recommend warehouse and inventory adjustments.

Research and Procurement of Goods, Materials and Equipment
Obtains information from vendors used in the generation of DQs, RFP’s, IFB’s, bids, contract, agreements and PO’s for supplies, parts, equipment and uniforms. Applies working knowledge of Colorado Revised Statutes (CRS) and Fiscal or Procurement Rules for the warehouse and inventory of goods utilizing established guidelines and procedures. Works with state price agreements, federal excess property programs and competitive bidding to ensure program compliance and to provide fair and reasonable competition using a variety of procurement methods. Prepares the required documentation for PO’s, bids, IFB’s, RFP’s, contracts, sole source justifications and documented quotes in collaboration with Logistics Chief, program assistants and other CDPS members. Determine and develop criteria and direction to employees for inventory items and local purchase items by collaborating with Logistics Chief and Division of Fire Prevention and Control members. Researches and advises on market trends, product specifications, new products and alternative source selections. Interviews vendors to determine selection, award and/or makes purchase recommendations. This position researches product information, contacts vendors for quotes, compares product specifications and evaluates product performance.

Customer and Vendor Communication
Establishes and maintains positive internal and external interpersonal working relationships with vendors and customers. Maintains open communication with vendors about lead times, pricing and state purchasing guidelines for necessary equipment and supplies. Participates in lead roles for Division of Fire Prevention and Control uniform committee to evaluate garments for style, safety and performance. Assists with developing and maintaining Division of Fire Prevention and Control uniform policy by collaborating with other Division of Fire Prevention and Control members/committees. Develops and maintains a picture catalog of Supply Unit supplies, equipment and uniforms for customers to reference when ordering. Provide guidance and problem solving techniques and solutions to Division of Fire Prevention and Control members for inventoried and local purchase supplies and equipment. Works closely with Division of Fire Prevention and Control leadership, Logistics Chief and other department members on uniform, supply and PPE issued items. Keeps current with industry standards and current technology by researching and conferring with vendors, customers, suppliers and manufactures to evaluate product performance, inventory and quality control issues. Monitors and evaluates contractor performance, contract renewals and addressing vendor/contractor deficiencies. Assists with the coordination and dissemination of information to advise internal customers on proper policies and procedural requirements to ensure that policy requirements are met.

Proven Experience, Knowledge, Skills

  • Three (3) years of demonstrated experience with inventory, shipping, receiving, storing and issuing a wide variety of supplies and equipment.

OR

Education and Experience, Knowledge, Skills:
  • Appropriate education will substitute for the required experience on a year-for-year basis.  If substituting education for experience, please attach official or unofficial transcripts at the time of application.


Preferred Qualifications and Competencies

  • State of Colorado asset management, inventory management or warehouse management experience is strongly preferred.

  • Experience with fire, military or law enforcement equipment, uniforms, PPE and medical supplies is strongly preferred.

  • Proficient computer skills using programs such as Microsoft Office programs such as Word and Excel, Google platform and asset management software.

  • Forklift Certified


Conditions of Employment 

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking, driving history and drug screen.

  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30 days of hire. Ability to operate motor vehicles and to travel throughout the state in a variety of weather conditions.

  • Must be forklift certified or the ability to be able to gain and maintain a forklift operating certification (at state cost) within 90 days of employment.

  • Adherence to established material handling and back safety protocols is paramount during all material movement tasks.

  • Must have comprehensive knowledge of safety protocols for lifting, carrying, and storing heavy or hazardous materials, such as boxes up to 50 lbs., tires, fire hose, and fuel, to prevent injury and damage.

  • Position requires an applicant/employee who can meet and maintain the criteria of Physical Demand on a daily basis which includes lifting from ground level up to 50 lbs. of force/weight occasionally, and/or up to 20 lbs. of force/weight frequently, and/or up to 10 lbs. of force/weight constantly to move objects throughout a full range of motion.  Member must be able to scale mobile warehouse stairs to reach supplies stored in the warehouse and to reach for and control items at eye level or higher weighing 20-40 lbs. while standing.

About the Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions.  


The EDO includes the following:

  • The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.

  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.

  • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.

  • Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.

  • Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security.  CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.

  • Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.


The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

  • Chief Administrative Officer’s office

  • Accounting Services and Commercial Cards led by the Controller

  • Budget and Policy led by the Budget Director

  • Purchasing and Contracts by the Purchasing Director

  • Logistics Services Section led by the Logistics Director

  • Property Services Section led by the Property Services Director


The Logistics Services Section (LSS) manages the Department's fleet, and public safety materials through customer focused actions empowering members of the Department to safeguard lives. There are three major branches that comprise the section: Materials Management Branch (Warehouse), Fleet Management Branch, and the Wildland Fire Logistics Branch. Members of these three branches, plus the Logistics Services headquarters section, provide daily production and support for the equipment and infrastructure necessary to sustain operations for the divisions assigned to the Colorado Department of Public Safety. 


The Wildland Fire Logistics Branch (WFLB) manages and executes logistics operations focused on the requirements of the Division of Fire Prevention and Control. The WFLB manages two federal excess property programs for the State of Colorado wildland firefighting capability, the Supply Unit (truck part inventory, uniforms, firefighter supply cache), Communications Unit, Fleet Unit and Fire Equipment Shop. The Wildland Fire Logistics Branch (WFLB) exists to provide logistical support to all DFPC operations, wildland fire suppression activities, and all-hazards emergency incidents in the State of Colorado.
