Job Description and Duties
We are announcing this vacancy in Sacramento.
The Office of Community Air Protection (OCAP) is recruiting for a Section Manager (Air Resources Supervisor I) to lead the Community Support and Strategy Section within the California Air Resources Board's (CARBs) OCAP. OCAP implements the Community Air Protection Program under Assembly Bill 617 — landmark legislation directing CARB to address air pollution disparities in California's most overburdened communities.
This Section Manager leads a team of policy and technical staff that is primarily responsible for engagement with air districts, community steering committees and all other program stakeholders in implementing community air protection in Northern and Central California. The manager facilitates coordination across CARB technical divisions and with state, local and federal partners, and leads recurring interagency meetings.
A significant part of the role involves leading development and ongoing revision of the Community Air Protection Program Blueprint, also known as the statewide strategy, required by AB 617 to be updated every five years. The Blueprint serves as the program's rolling five-year planning document, which requires managing stakeholder input, internal reviews, and iterative revisions across multiple cycles. This section also partners with CARB's Monitoring and Laboratory Division (MLD) to support the updating of the statewide monitoring plan required by SB 352, new legislation passed in 2025.
The section co-manages the AB 617 Consultation Group, a formal external advisory body. The manager oversees the process for selecting new communities into emission reduction and monitoring programs. The manager is responsible for training, leading and mentoring staff in their direct and meaningful engagement as liaisons to community steering committees, community air grantees and air districts.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
PLP Language:
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
