Job Summary:



The Department of Economic Security, Office of Professional Development, is seeking an experienced and highly motivated individual to join our team as a Training Officer 2. The Training Officer 2 is responsible for the development of an agency-wide training curriculum for delivery to Department employees. The position designs, develops, implements, revises, and evaluates courseware that meets both training industry and Department standards and any identified performance goals or business objectives. This position collaborates with Department leadership regarding employee training, development, and accomplishments, and coordinates computer-based training as needed, including outreach or special events. This position identifies training needs on an ongoing basis through assessments, surveys, and meetings with work groups, consulting with systems business analysts and Department policy staff, and conducts interviews with subject matter experts (SMEs) on organizational requirements and performance measures. Additionally, this position assesses present and future needs to develop educational goals and objectives, initiates related curriculum, instructor guides, reports, and correspondence, and prepares audio and visual materials related to the assigned training areas.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:


  • Designs, develops, and revises courses for delivery in a variety of media to all Department employees.
  • Uses instructional-systems design model to ensure effective training, and uses training technology to develop and deliver learning products.
  • Identifies training needs on an ongoing basis through assessments, surveys, and meetings with work groups, consulting with systems business analysts and policy staff. Evaluates training to assess training impact.
  • Communicates evaluation data to stakeholders and modifies training based on evaluation data.
  • Research Department policies and procedures, State and Federal guidelines, databases, legal requirements, services, and knowledge and skills levels needed for course development.
  • Research and draft training materials.
  • Prepares audio and visual materials related to the assigned area.
  • Assesses change for present and future needs to develop educational goals and objectives. Initiates related curriculum, instructor guides, reports, and correspondence. This position requires access to the Federal Tax Information (FTI) system.
  • Participates in meetings, special projects, and/or committees as determined by the supervisor or Department management.
  • Performs routine administrative tasks in support of own work.
  • Works with a technical expert in the assigned area of training and assists in ensuring training goals are met.
  • Interviews SMEs on organizational requirements and performance measures. Travel required depending on business need.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:


  • Adult learning principles; principles of employee development and training.
  • Nature of the learning process; trends in employee training; training strategies and methods; and administrative and management theory and practices.

Skilled in:


  • Customer service and team building; planning, organizing, implementing, and coordinating training; evaluating and improving training materials and courses.
  • Group dynamics and facilitation; maintaining large volumes of information about complex programs; problem analysis, research, and resolution.
  • Establishing and maintaining effective working relations with individuals, groups, and other agency representatives; oral and written communication; using computer applications, such as Microsoft Office Suite and Google Workspace.

Ability to:


  • Work independently; monitor and adjust work plans; learn State and Federal guidelines, policies, procedures, and rules related to Department services.
  • Become knowledgeable in mainframe case management and related performance measures.

Selective Preference(s):

The ideal candidate for this position will have:


  • Bachelor's degree or higher in an applicable subject area such as Human Resources Development, Adult Education, Psychology, English, or a similar field.
  • One years' experience training adult learners as a full-time trainer responsible for instruction and group/team facilitation.

Pre-Employment Requirements:

  • Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statutes 41-1969.
  • This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
