The Fiscal Services Division (FSD) is seeking a Senior Accounting Officer (specialist) in the AB 32 Unit to join a supportive, collaborative team that values growth, partnership, and innovation. Under the general direction of the Accounting Administrator I (Supervisor), the Senior Accounting Officer (Specialist) performs complex accounting functions for CARB and CalEPA related to AB 32 funds, including Greenhouse Gas reduction Fund (GGRF), Cap-and-Trade auction proceeds, and Cost of Implementation Account (COI) revenues; analyzes, reconciles, and reports financial data; prepares monthly reconciliations and year-end financial statements; ensures compliance with GAAP, SAM, DOF, and SCO requirements; and uses systems such as FI$Cal and GGRFAS to maintain fiscal integrity while serving as a liaison to program staff, control agencies, and executive management.

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

PLP Language:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Describe how your experience, education, knowledge, and skills with FI$Cal (or other accounting systems), accounting rules, and regulations, and preparing financial statements make you a strong candidate for this position. 

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Demonstrated expertise in accounting and financial recordkeeping, with a strong working knowledge of the State Accounting Process; proficiency with California’s Financial Information System (FI$Cal) is highly desirable.
• Proven General Ledger experience, preferably within FI$Cal, along with a solid understanding of public business administration principles and practices, employee supervision, development, and training, and collaborative program and project management.
• In-depth knowledge of principles and best practices that promote exceptional customer service.
• Experience in systems development, process improvement, and operational optimization.
• Ability to reason logically and creatively, with strong oral and written communication skills.
• Excellent organizational abilities and effective time management skills, with the capacity to manage competing priorities.
• Demonstrated ability to work independently, exercise sound judgment, and show initiative in a professional environment.

Salary : $72,372 - $90,564
