The Clinic Director is essentially the chief executive of their clinic. The Clinic Director is responsible for overseeing all facets of clinical and administrative services and day-to-day operations. Responsible for appropriate staffing, coverage, and contingency planning. Responsible for reviewing statistical reports, monitoring incidents and trends, and participating in quality improvement reviews. Ensures compliance with infection control standards and CARF, OASAS, DEA and DOH requirements and ensures that the clinic is audit-ready at all times. Responsible for the overall performance (regulatory, financial, and quality of care) of the clinic or program to which they are assigned.

Essential Functions
Clinical and Administrative Responsibilities:
- Direct and supervise work activities of medical, non-clinical, administrative, security, and maintenance functions, and evaluates work of behavioral health staff.
- Ultimately responsible for the resolution of any issues related to patient care and clinic workflow.
- Oversee fiscal operations, including accounting, planning budgets, authorizing expenditures, and analyzing financial reporting to inform decision-making.
- Communicate and clarify current policies and procedures to all employees to ensure compliance with all applicable laws. Ensure that all staff maintain the highest of level of professional standards.
- Provide clinical supervision to direct reports and ensure that all clinical supervision is conducted and documented appropriately.
- Collaborate with Finance regarding fiscal matters.
- Collaborate with Real Property to address sanitation, cleanliness, and security of the facility.
- Collaborate with People and Culture concerning employee relations (union and non-union staff), performance evaluations and reviews and hiring of new staff.
- Maintain computerized record management systems to store and process data such as personnel activities and information to produce reports.
- Establishes work schedules and assignments for staff according to workload, census, and space and equipment availability.
- Prepare reports to inform management of the status and implementation of programs, services, and quality initiatives.
- Provides patient, staffing, financial, OASAS/OTAU, self-audit, and other reports as required.
- Document incidents through the incident reporting application (My Insight)
- Create corrective action plans (CAPs) as needed.
- Participate in and follow up with People & Culter, Justice Center, OASAS, and ACS investigations.
- Understands the flow of processes for isolation room, inventory, PPE distribution, ordering supplies, and telehealth.
- Ensures appropriate response to emergency situations, including clinic closure, inclement weather, and states of emergency.
- Participate in case conferences, CD meetings, and staff meetings.
- Signs off on admissions, transfers, and discharges, ensuring proper documentation.
- Serves and Program Director as defined by OASAS Regulations.
- Provide coverage for other clinics as needed.
- May work on a rotation basis on Saturdays and select holidays.
- Ensure that all staff maintain the appropriate current licensure or credentials to perform their job duties.
- Consult with referents, business partners, community groups, and other organizations to discuss service issues, enhance public relations, and respond to community needs/concerns.
- Participates in community planning board activities as needed.
- Monitor service mix and adjust to ensure maximum billing.
- Ensure StartCare's quality and performance indicators meet or exceed corporate expectations.
- Assist all employees in maintaining and enhancing quality of patient care.
- Implement organizational policies and procedures for the clinic.
- Maintain communication between clinical and administrative staff at the clinic.
- Effectively communicate with departmental and corporate leadership.
- Maintain awareness of advances in healthcare, behavioral health, leadership and management models in a changing regulatory and financial landscape.
- Licensed Clinical Social Worker (LCSW) required.
- Masters in a Human Services Field preferred, or MBA or management related graduate degree.
- CASAC (Credentialed Alcoholism and Substance Abuse Counselor) preferred.
- Minimum of 6 – 8 years of clinical work experience in the Behavioral Health field.
- Minimum of three (3) years of clinical work experience in the SUD treatment field.
- Minimum of three (3) years supervisory experience, at least one of which is in the Substance Use Disorder Treatment field.
- Must complete Clinical Supervision Foundations Training I and II within six months of hire.
- Understanding and knowledge of urban community problems and its relation to healthcare, behavioral health, substance use disorders, co-morbidity and homelessness.
- Comprehensive knowledge of relevant state and federal regulations and deliverables required by contracts between StartCare and funding agencies.
- Experienced in Healthcare Facility Administration, specifically financial/budgets management, performance management and patient quality management.
- Evidence of excellent interpersonal skills, effective communication skills (written and oral); the ability to problem solve; the ability to motivate, develop and coach individuals and groups; the ability to appropriately confront issues/problems; and critical thinking skills.
- A strong commitment to furthering institutional performance measures through interdisciplinary teamwork is essential.
- Bilingual English and Spanish language a plus.
- Intermediate to Advanced knowledge of the Microsoft Office Suite of Applications.
- Experience using an electronic medical record system.
- Proficient knowledge of the internet and the use web-based applications.
- Expected travel is up to 20% of time to participate in staff trainings and management development programs.
