Position Summary:
The Recording Director oversees all recording, transcription, documentation, and archival functions for the Standing Rock Sioux Tribe, Tribal Council, and committee sessions. This role ensures accurate and secure recording, transcription, and storage of official records and supports the Tribal Council by managing the preparation, certification, and distribution of motions, minutes, and resolutions. The Director also provides leadership and administrative oversight to departmental staff and ensures compliance with all Tribal Laws, SRST Records Manual, Robert's Rules of Order, and confidentiality standards.
Key Responsibilities:
Recording & Documentation
- Conduct and manage high-quality audio recordings of all Tribal Council meetings and sessions using approved recording systems.
- Prepare, set up, test, and adjust recording equipment to ensure optimal sound quality.
- Convert, edit, and archive audio recordings into digital formats for secure storage and retrieval.
- Transcribe proceedings accurately in approved formats and ensure timely distribution of minutes, motions, and resolutions.
Verify the accuracy and authorization of official actions prior to final certification and filing.
Records Management & Archiving
- Index, log, and maintain recordings, documents, and resolutions for efficient retrieval and historical preservation.
- Oversee proper handling, classification, retention, and disposal of records according to Tribal policies and regulations.
- Manage secure storage systems and ensure all records are protected throughout their lifecycle.
- Analyze and review incoming documents to determine subject matter, retention needs, and final disposition.
Conduct research and respond to authorized requests for information and archived materials.
Leadership & Administration
- Supervise department staff, conduct performance evaluations, address performance issues, and implement corrective actions when needed.
- Coordinate schedules, assign responsibilities, and keep staff informed of meeting dates and procedural updates.
- Ensure accurate and concise preparation of committee reports, motions, and supporting materials for Tribal Council presentation.
Provide administrative and technical support to Tribal Council committees and assist with drafting resolutions and amendments in collaboration with legal and program directors.
Financial & Compliance Oversight
- Prepare and maintain departmental budgets, purchase orders, and reconciliations.
- Complete required monitoring and quarterly reports on program activities and expenditures.
Ensure compliance with all applicable funding, legal, and policy requirements related to recordkeeping and reporting.
Equipment & Systems Maintenance
- Maintain and update audio and transcription equipment to ensure consistent and accurate operational readiness.
Recommend and implement storage solutions to improve record protection, accessibility, and cost efficiency.
Qualifications:
- Bachelor's degree in Public Administration, Communications, Records Management, or a related field preferred.
- Equivalent combination of education and relevant experience may be considered.
- Minimum 5 years of experience in records management, transcription, or administrative support—preferably in a Tribal government or tribal setting.
- Supervisory experience strongly preferred.
- Knowledge of records retention laws, digital archiving, and meeting documentation practices required.
- Strong attention to detail, accuracy, and confidentiality.
- Excellent organizational, transcription, and written communication skills.
- Proficiency in audio recording, editing software, and document management systems.
Ability to lead a team, manage multiple priorities, and meet strict deadlines.
