Job Description
Performs difficult professional and responsible administrative work in managing, developing, marketing, implementing and evaluating recreation programs in one of the following sections, (1) community recreation, (2) special events/media, (3) aquatics, (4) sports or (5) gymnastics. Does related work as required. Work is performed under the general supervision of the Assistant Director of Parks and Recreation. Supervision is exercised over subordinates.
The hiring range for this position is from $76,044.80 to $104,561.60 based on experience.
The full salary range for this position is from $76,044.80 to $133,078.40 to provide opportunity for growth and development.
Examples of Duties
Managing, developing, marketing, implementing, and evaluating a recreation section's programs and activities; operating and overseeing the operation of related recreational facilities and programs; interviewing, recommending for hiring and training program personnel; preparing and managing budgets, records and files.
- Coordinates the personnel management of all section staff including recommendations for hiring, training, performance, and discipline;
- Develops, implements and coordinates short- and long-range strategic goals and objectives for a recreation section;
- Develops an annual operating budget for a section and manages expenditures and revenues;
- Coordinates the preparation and administration of written contracts, lease agreements and service agreements between the section and private, public, or non-profit organizations;
- Oversees certifications and requirements for programs and facilities;
- Acts as Department liaison as required to ensure that all contractual specifications are met;
- Responds orally and in writing to citizen and agency inquiries;
- Coordinates publicity for section programs and activities;
- Evaluates section programs and services for effectiveness and quality; prepares reports on program activities;
- Provides leadership and direction in addressing both staff and citizen concerns and issues;
- Coordinates section activities with other sections, divisions, departments, and agencies for the County;
- Prepares and manages records and files;
- Performs related tasks as required.
Knowledge, Skills and Abilities
- Thorough knowledge of the philosophies, principles, and practices of public recreation with specific knowledge of community recreation, special events/media, aquatics, gymnastics, and sports programs and activities;
- Thorough knowledge of the facilities and equipment needed in programs;
- Thorough knowledge of current safety principles and practices as they apply to parks and recreation programs and facility usage;
- Thorough knowledge of human behavior of individuals in groups participating in recreation activities;
- Some knowledge of computer and/or computer applications;
- Ability to communicate effectively, both orally and in writing;
- Ability to use current assessment techniques to determine recreational program and facility needs of the community;
- Ability to plan, coordinate, assign, and review the activities of personnel involved in recreation programs;
- Ability to establish and maintain effective working relationships with County officials, employees, social organizations, and the general public;
- Ability to prepare and maintain detailed records and reports.
Education and Experience
Any combination of education and experience equivalent to a bachelor's degree with major course work in recreation, parks, business or public administration, and 5 years of experience in community recreation, special events/media, aquatics, gymnastics, or sports programs and activities. Certified Leisure Professional (CLP) certification is preferred.
