The Stafford County's Sheriff’s Office is seeking a skilled CAD/RMS Systems Analyst to support and enhance critical public safety technology systems that keep our community safe. This role serves as a key technical lead responsible for the administration, integration, and performance of CentralSquare CAD and Records Management Systems (RMS), ensuring they align with real-world law enforcement operations.
Working closely with Command Staff, IT, dispatch, patrol, and external vendors, this position drives system improvements, supports complex projects, and ensures compliance with public safety standards such as CJIS and NIBRS. The analyst also plays a hands-on role in database design, reporting, and system integrations, while providing guidance and supervision to technical staff.

Hiring Range $87,068 - $119,724 per year

Examples of Duties
RMS:
- Oversees and maintains the Central Square Records Enterprise RMS platform
- Sets up system modules, user roles, workflows, and permissions to align with the needs of the agency
- Ensures compliance with NIBRS and CJIS standards; troubleshoots NIBRS reporting issues as needed
- Provides technical support and training to users in all divisions
- Develops and manages personalized reports, dashboards, and data exports using SQL Server Reporting Services (SSRS)
- Collaborates with various agency divisions, including Admin Services, IT, dispatch, patrol, and investigations to ensure system functionality matches real-world workflows
- Oversees integrations with CAD, Mobile, and digital evidence platforms like AXON
- Monitors system performance, resolves issues, and coordinate withs Central Square support (Level 2 or 3 troubleshooting)
- Stays up to date on product updates, best practices, and trends in public safety technology
- Manages cloud-based services, including hosting, backups, and security, ensuring agency and vendor standards are met
CAD:
- Oversees and maintains the Central Square Enterprise CAD platform
- Directs overall application management, including supervision of assigned staff
- Works with vendors and stakeholders to implement and manage/test updates/enhancements of the CAD/RMS system
- Designs, develops, and implements complex database models, utilizing SQL and other common database software, as well as common reporting systems such as Crystal Reports and data from Central Square Enterprise CAD
- Provides technical support and training to users in all divisions
- Manages and updates application system configurations
- Collaborates with various agency divisions, including Admin Services, IT, dispatch, patrol, and investigations, to ensure system functionality matches real-world workflows
- Oversees and administers application interfaces with several external and internal systems
- Monitors system performance, resolves issues, and coordinates with Central Square support (Level 2 or 3 troubleshooting)
- Stays up to date on product updates, best practices, and trends in public safety technology
- Manages cloud-based services, including hosting, backups, and security, ensuring agency and vendor standards are met
- Tests system upgrades and tests and modifies custom programs
- Trains and coordinates the training for users on new application features
- Performs deployment, installation, and testing of application upgrades related to ProQA EMD/EFD/EPD programs
- Implements, tests, and maintains related to GIS county maps
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to read instructions and build performance in line with requirements established by the Virginia State Police and the FBI
- Understanding of law enforcement operations and reporting requirements

Education and Experience
Combination of education and experience equivalent to graduation from an accredited college or university with a degree in computer science, information systems management or related field and a minimum of 5 years of experience in public safety information technology implementation/ maintenance, project development and systems analysis Certification or formal training in Central Square Enterprise preferred.
SPECIAL REQUIREMENTS:
May be required to pass a polygraph examination, full background investigation and pre-employment drug and alcohol screening.
Position requires periodic on-call duty status and may be subject to call back or hold over in urgent or emergency situations
