About the role
The Senior Procurement Analyst is a senior subject matter expert supporting MCC CGM's Policy, Systems, and Training work (an optional task that may be funded full-time or part-time). The role focuses on developing and updating internal guidance, improving acquisition processes, and designing/delivering training for MCC personnel across contracts, federal financial assistance, and interagency agreements.
Core responsibilities
- Draft and update MCC acquisition policies, procedures, SOPs, templates, and manuals (e.g., Contracts Operating Manual, Acquisition Instructions, and grants/cooperative agreements guidance) in coordination with Government reviewers.
- Design and deliver training modules and job aids related to contracts, federal financial assistance, interagency agreements, procurement innovation, and CGM operations.
- Analyze impacts of regulatory/policy changes and translate requirements into practical implementation guidance for the CGM workforce.
- Support internal/external audit and review response packages, corrective action tracking, and continuous improvement initiatives.
- Provide reach-back support to the Site Director and acquisition staff during peak workload periods or special projects.
Minimum qualifications (required)
- Education: Bachelor's degree AND 24 semester hours in business-related fields (e.g., accounting, business, finance, law, contracts, purchasing, economics, etc.).
- Experience: 8 years of direct Federal contracting experience, including at least 1 year of specialized experience comparable to the GS-14 level.
- Ability to obtain/maintain MCC fitness determination (Public Trust) and MCC Photo ID Badge.
Preferred qualifications
- FAC-C (Professional) or DAWIA Contracting (Professional) (or comparable NCMA CFCM/CPCM).
- Demonstrated experience authoring acquisition policy and delivering training (virtual/in-person); strong facilitation and writing skills.
- Familiarity with MCC tool environment (SharePoint, Oracle CLM, FPDS, Power BI) and acquisition innovation techniques.
