JOB SUMMARY
Position: Grants Accountant
Position Summary: The position is responsible for the financial management and oversight of a portfolio of grants awarded to the College. The accountant will ensure the award fiscally complies with agency policies, award terms, and all relevant laws and regulations. Responsibilities include, but are not limited to, budget development, approving expenditures and grant-related positions, auditing, reporting and compliance with applicable guidance and laws throughout the grant lifecycle. This position reports to the Director of Accounting and Financial Services.
Typical Essential Duties:
Compliance
- Ensure ongoing compliance with current federal, state, local, and college policies and procedures governing grant funded activities
- Apply OMB (Office of Management and Budget) Uniform Guidance Title 2 Code of Federal Regulations for Grants and Agreements.
- Adhere to the established by the Florida State Auditor General and the Florida State Accounting Manual.
- Apply Generally Accepted Accounting Principles (GAAP) and standards set by the Governmental Accounting Standards Board (GASB).
- Engage in continuing education and implementing industry best practices related to grants management, compliance and financial oversight.
Administration
- Serve as the College's financial liaison to funding agencies and external stakeholders responsible for budget modifications, fund drawdowns, financial reporting, and audits.
- Maintain responsive relationships with various internal stakeholders that include regular meetings with Program Managers and Budget Supervisors regarding budget, forecasting, and compliance.
- Assist with updating and delivery of training related to the financial, procedural, and compliance requirements related to grants and restricted funding programs to ensure consistent institutional understanding and adherence.
- Leverage data analytics to identify process improvements to increase efficiency, manage risk, and ensure award compliance.
Analysis & Reporting
- Review and analyze award documents including proposal, award agreements, budget narratives, and award specific compliance requirements to develop a comprehensive Grant Description and unique cost center for each funded project.
- Approve grant funded positions and project expenditures to ensure accuracy, proper documentation, and program allowability.
- Calculate and recover the College's indirect cost in accordance with the approved Facilities and Administrative Cost Rate Agreement established with the Department of Health & Human Services.
- Facilitate and review all time & effort reporting for reasonableness and compliance with OMB Uniform Guidance.
- Oversee and verify subrecipient financial activities, participate in audits, and assess compliance risks to determine the proper level of monitoring.
- Prepare fiscal year-end activities and processes including managing grant personnel, general ledger processes, financial reporting, and calculating budget roll forward balances.
- Execute all accounting and financial reporting responsibilities across the entire grant lifecycle, including comprehensive grant closeout activities such as completing reconciliations, preparing final invoices, submitting final financial reports, and ensuring proper archival of all required documentation.
- Prepare and submit monthly and quarterly invoices for federal, state, private and local grants, including all required expenditure documentation, to ensure timely reimbursement to the College for grant-funded expenditures.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor's degree in accounting or a related area; two (2) years of related work experience in accounting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
