Position Summary

The Resource Coordinator is responsible for providing comprehensive employment and training services to eligible Temporary Cash Assistance (TCA) and Non-Custodial Employment Program (NPEP) recipients referred by the St Mary’s County Department of Social Services (SMCDSS). The primary goal is to assess and assist customers in gaining skills, training, work experience, and employment to achieve self-sufficiency and reduce reliance on public assistance.

Essential Duties and Responsibilities

1. Customer Services and Employment Support

  • Conduct comprehensive intake services to assess the customer's employment history, skills, education, barriers to employment, and career interests.
  • Develop an initial Individual Employment Plan (IEP) to identify career goals, employment barriers, and supportive service requirements.
  • Connect customers to employment and training components with community workforce partners using the Atlas referral system.
  • Sign customers up for the Maryland Workforce Exchange (MWE).
  • Introduce customers to all available job and training opportunities.
  • Identify and provide resources to mitigate employment barriers (e.g., childcare, transportation assistance).
  • Explain the responsibilities and requirements of the TCA work program.
  • Document all activities in the WORKS system.
  • Offer targeted employment options that meet customers' immediate or long-term needs, including low-paying jobs while the customer completes their employment plan.
  • Interview customers to assess their degree of job readiness by using the OWRA, designing customer-driven goals and family independence plans to increase family self-sufficiency and reduce barriers to employment.
  • Assist with supervised job searches in the office, as needed.
  • May provide basic training to customers on essential job skills needed for the workplace.

2. Case Management and Progress Monitoring

  • Monitor participant progress. Follow up with workforce partner agencies and track and document participant activities.
  • Maintain consistent, documented check-ins with customers to ensure program compliance and accurate tracking of participation hours for federal reporting.
  • Verify documentation of work activities to ensure that customers preserve their benefits.
  • Provide regular, detailed feedback to SMCDSS on the status of each referred customer, including engagement level, progress through components, barriers encountered, and outcomes (e.g., job placement, program completion, non-compliance).
  • Provide monthly reports, including a detailed spreadsheet on customer status.
  • Complete program reports on all case management activities and individual outcomes.
  • Input all TCA customer activities and contacts into the Works system by the end of the month to ensure compliance with program requirements and accurate hour documentation.
  • Input all NPEP customer activities into the designated spreadsheet.
  • Communicate with SMCDSS staff regarding identified barriers that may require DSS assistance or resolution.
  • Apply appropriate case actions to ensure compliance with program requirements, maintaining documentation to comply with Quality Control standards by completing case narratives and scanning pertinent documents into the case record.

Required Skills and Competencies

  • A positive and supportive approach to working with individuals facing barriers to employment.
  • Strong organizational, time management, and communication skills.
  • Ability to maintain strict confidentiality of all client information and comply with all applicable privacy laws and regulations.
  • Demonstrated ability to provide professional, timely, and effective services.
  • Proficiency in data entry and use of electronic records systems.
  • Competency with Google Suite of applications and/ or Microsoft Office products.

Pay: $22.50 per hour

Expected hours: 40.0 per week
