Become a member of our team managing our budgeting functions while enjoying work-life balance in a professional culture with competitive pay and benefits.and#10;and#10;The Budget Director is a District Senior Management position responsible for development and implementation of the District's annual budget and work plan (including statutory compliance and fiscal maintenance activities), identification and implementation of cost-effective solutions, completion of periodic complex fiscal analyses and reports and strategic leadership. As a leader of our budget team, you will lead a team of 3, comprised of a budget manager, senior analyst, and specialist.and#10;and#10;and#10;Job duties include:and#10;ANNUAL BUDGET DEVELOPMENT AND IMPLEMENTATION: Plans and directs development of the District's preliminary and annual budgets; directs a team to evaluate budget submissions; coordinates the preparation, production and distribution of documents; conducts in depth analysis of revenue and expenditure patterns; assesses funding demands with available resources. Develops procedures for amending the adopted budget within statutory and other regulatory guidelines. Oversees the monitoring of actual performance and facilitates appropriate budgetary changes to assist with ensuring successful delivery of strategic priorities.and#10;PLANNING AND MONITORING: Plans and directs development and implementation of the Five-Year Strategic Budget and Capital Improvement Plan. Develops system and visual tools to track and monitor progress and works cooperatively with the District's management team to recommend and facilitate budgetary changes based on schedule and deliverable variances. Facilitates the integration of the District's strategic planning into the annual budget process including resource allocation.and#10;REPORTING: Examines the effectiveness of programs, policies, and procedures and provides change and/or improvement recommendations; evaluates reports and progress of budgeted continuing core programs and initiatives; researches and compiles financial and budgetary data for analysis and reporting; directs the production and maintenance of management reports; presents timely, informative, and accurate performance and cost information; recommends, directs and supervises the development and implementation of a complex program budget/performance measurement system(s).and#10;STATUTORY COMPLIANCE: Directs and oversees statutorily mandated reporting with the Executive Office of the Governor, the Legislature, and the Florida Department of Environmental Protection leading to approval of the District budget by the Governor; participates in highly complex budget matters, legislative hearings, and similar activities as the central budget officer for the District; ensures District compliance with statutes related to Truth-in-Millage; coordinates the activities for budget presentation to the Governing Board at workshops and public hearings. Ensures the Districts follows procedures set forth in the Florida Statutes.and#10;Skilled In:and#10;Financial management and planning, oral and written communications, team building, and conflict resolution. Strong problem solving and analytical skills.and#10;and#10;Ability To:and#10;Establish and maintain effective working relationships with Governing Board, Executive Management Team and District staff; prepare and present meaningful financial, statistical, and management reports; communicate logical, rational interpretations of data that aid in top level decision making; analyze a variety of administrative, operational, and financial problems in order to make timely and sound policy and proced ral decisions and recommendations; plan, organize, and carry out assignments while working under strict and multiple deadlines; apply knowledge to solve critical issues in the absence of guidelines. Ability to communicate and translate budget information into publicly digestible documents.and#10;and#10;Minimum Qualifications:and#10;A bachelor's degree from an accredited college or university in accounting or business administration and five years of professional experience in budgeting or accounting (with a budgeting foundation), two of which must have been in leading teams or a supervisory capacity. and#10;A master's degree from an accredited college or university in accounting, business administration, or possession of a Certified Public Accountant (CPA) license can substitute for one year of the required non-supervisory experience. and#10;Professional experience as described above can substitute on a year-for-year basis for the required college educationand#10;and#10;Prefer professional designation of Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO).and#10;and#10;Physical Requirements/Working Environment:and#10;General office environment. and#10;and#10;Licenses:and#10;Valid State of Florida Driver's License.and#10;and#10;Additional Details:and#10;Starting Salary Range: $104,353.60 - $114,788.96and#10;Starting salary is based on qualifications and experience.and#10;and#10;Benefits include Florida Retirement System, health insurance, dental insurance, life insurance, long-term disability, paid leave and holidays, paid parental leave, professional development, and wellness program.and#10;Your application will receive careful consideration and, if selected for an interview, you will be contacted to schedule an appointment.
